These strategies will require genuine political support and a new 'great European vision' to address major issues concerning the EU such as unemployment, structural regional differences and federalism. Drawing on various schools of thought, this book explains the complexities of the crisis through a wider evolutionary-institutional and heterodox framework.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines whether the economic crisis induced by the COVID-19 pandemic exhibits a Schumpeterian "cleansing" of less productive firms. Using firm-level data for 31 economies, the study finds that less productive firms have a higher probability of permanently closing during the crisis, suggesting that the process of cleansing out unproductive arrangements may be at work. The paper also uncovers a strong and negative relationship between firm exit and innovation and digital presence, especially for small firms, confirming the relevance of the ability to adapt to market conditions as a determinant of firm survival. Finally, the study finds evidence of a negative relationship between firm exit and a burdensome business environment, as well as between firm exit and age.

In order for a simulation to be useful during a crisis, it should be created within the space of a few days to allow decision makers to use it as quickly as possible. Furthermore, during a crisis the aim is not to optimize just one factor, but to balance various, interdependent aspects of life. In the COVID-19 crisis, decisions had to be made concerning e.g. whether to close schools and restaurants, and the (economic) consequences of a 3 or 4-week lock-down had to be considered. As such, rather than one simulation focusing on a very limited aspect, a framework allowing the simulation of several different scenarios focusing on different aspects of the crisis was required. Moreover, the results of the simulations needed to be easily understandable and explainable: if a simulation indicates that closing schools has no effect, this can only be used if the decision makers can explain why this is the case. This book describes how a simulation framework was created for the COVID-19 crisis, and demonstrates how it was used to simulate a wide range of scenarios that were relevant for decision makers at the time. It also discusses the usefulness of the approach, and explains the decisions that had to be made along the way as well as the trade-offs. Lastly, the book examines the lessons learned and the directions for the further development of social simulation frameworks to make them better suited to crisis situations, and to foster a more resilient society.

Book excerpt: We outline two divergent exit strategies of the U.S. from the post COVID-19 debt-overhang, and analyze their implications on Emerging Markets and global stability. The first strategy is the U.S. aiming at returning to the 2019, pre-COVID mode of loose fiscal policy and accommodating monetary policy. The short-term benefits of this strategy include faster economic growth as long as the snowball effect - the difference between the interest rate on public debt and the growth rate - is negative. This strategy may entail a growing tail risk of a deeper crisis triggered by a future reversal of the snowball effect, inducing a deeper future sudden stop crises and instability of Emerging Markets. We illustrate this scenario by evaluating Emerging Markets' lost growth decade during the 1980s, triggered by the massive reversal of the snowball effect in the U.S. during 1974-1984. The second strategy entails a two-pronged approach. First, turning U.S. fiscal priorities from fighting COVID's medical and economic challenges, towards investment in social, medical and physical infrastructures. Second, with a lag, promoting a gradual fiscal adjustment aiming at reaching overtime primary-surpluses and debt resilience. We illustrate this scenario by reviewing the exit strategy of the U.S. post-WWII, and its repercussions on the 'Phoenix Emergence' of Western Europe and Japan from WWII destruction. The contrast between the two exit strategies suggests that the two-pronged approach is akin to an upfront investment in greater long-term global stability. We also empirically show how lowering the cost of serving public debt has been associated with higher real output growth.
