Book excerpt: This book analyses the EU's approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts on the EU's role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding - that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policy-making processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU's role as an international peacebuilding actor. Book excerpt: The primary purpose of this extensive test effort was to observe real-time operational performance characteristics associated with automotive grade fuel utilized by piston engine powered light general aviation aircraft. In fulfillment of this effort, baseline engine operations were established with 100LL aviation grade fuel followed by four blends of automotive grade fuel. A comprehensive - sea - level - static test cell/flight test data collection and evaluation effort was conducted to review operational characteristics of a carburated light aircraft piston engine as related to fuel volatility, fuel temperature, and fuel system pressure. Sea - level - static test cell engines operations were conducted utilizing an AVCO Lycoming 0-320 engine connected to an eddy current dynamometer which facilitated data collection under various engine load conditions. In addition, real-time inflight performance data was obtained utilizing a Cessna 150/Continental 0-200A engine, while operating on test fuels No. 1 and No. 2 which had Reid vapor pressures of 14.4 psi and 8.0 psi, respectively. Book excerpt: Small gasoline-powered aircraft are the single largest emitter of lead in the United States, as other major emission sources such as automobile gasoline have been previously addressed. A highly toxic substance that can result in an array of negative health effects in humans, lead is added to aviation gasoline to meet the performance and safety requirements of a sizable portion of the country’s gasoline-powered aircraft. Significantly reducing lead emissions from gasoline-powered aircraft will require the leadership and strategic guidance of the Federal Aviation Administration (FAA) and a broad-based and sustained commitment by other government agencies and the nation’s pilots, airport managers, aviation fuel and service suppliers, and aircraft manufacturers, according to a congressionally mandated report from the National Academies of Sciences, Engineering, and Medicine. While efforts are underway to develop an unleaded aviation fuel that can be used by the entire gasoline-powered fleet, the uncertainty of success means that other steps should also be taken to begin reducing lead emissions and exposures, notes the report, titled TRB Special Report 336: Options for Reducing Lead Emissions from Piston-Engine Aircraft. Piston-engine aircraft are critical to performing general aviation (GA) functions like aerial observation, medical airlift, pilot training, and business transport. Other GA functions, such as crop dusting, aerial firefighting, search and rescue, and air taxi service, have particular significance to communities in rural and remote locations.
