Although the work is largely a compilation of facts and figures touching the history of Georgia's metropolis from its founding to the first years of the 20th century and no special merit of originality is claimed for it, the reader will find much in these pages as is not elsewhere easily accessible in printed form — matter authentic and valuable for reference. Particularly is this true of the war history recorded with great fidelity and no little detail in the first volume. The facts therein contained were gathered from original sources — Federal and Confederate — mostly direct from field orders, reports and correspondence. The task involved a vast deal of research and reading, but the editor feels compensated by the belief that a fuller or more reliable narrative of the famous "Atlanta Campaign," from Dalton to Jonesboro, was never written. The second volume, which deals with post-bellum and modern Atlanta, will be found to be brought down to date in preserving a record of the city's upbuilding and remarkable progress. The last decade of the 19th century has completely metamorphosed Atlanta physically. Her rehabilitation after the ruthless legions of Sherman passed through her ashes to the sea was not more magical, if we may use the word, than has been her rapid transformation in this latter conquest of peace. It is surprising, at first blush, but nearly all of the better buildings of Atlanta, business and residential, have been constructed within less than these past ten years, and this means the practical rebuilding of the city and its wide expansion in that short space of time. Under the leadership of W.E.B. Du Bois, this unit at Atlanta University made extensive contributions to the discipline which, as the author demonstrates, extend beyond 'race studies' to include founding the first American school of sociology, establishing the first program of urban sociological research, conducting the first sociological study on religion in the United States, and developing methodological advances that remain in use today. However, all of these accomplishments have subsequently been attributed, erroneously, to White sociologists at predominately White institutions, while the Atlanta Sociological Laboratory remains sociologically ignored and marginalized. Placing the achievements of the Du Bois led Atlanta Sociological Laboratory in context, the author contends that American Jim Crow racism and segregation caused the school to become marginalized and ignored instead of becoming recognized as one the most significant early departments of sociology in the United States. Illuminating the sociological activities - and marginalization - of a group of African American scholars from a small African American institution of higher learning in the Deep South - whose works deserve to be canonized alongside those of their late nineteenth and early twentieth century peers - this book will appeal to all scholars with interests in the history of sociology and its development as a discipline, race and ethnicity, research methodology, the sociology of the south, and urban sociology.

This victory would have been remarkable in any era, but in the context of the Jim Crow South it was revolutionary. Schooling Jim Crow tells the story of this little-known campaign, which happened less than thirteen years after the Atlanta race riot of 1906 and just weeks before a wave of anti-black violence swept the nation in the summer after the end of World War I. Despite the constant threat of violence, Atlanta’s black voters were able to force the city to build five black grammar schools and Booker T. Washington High School, the city’s first publicly funded black high school. Schooling Jim Crow reveals how they did it and why it matters. In this pathbreaking book, Jay Driskell explores the changes in black political consciousness that made the NAACP’s grassroots campaign possible at a time when most black southerners could not vote, let alone demand schools. He reveals how black Atlantans transformed a reactionary politics of respectability into a militant force for change. Contributing to this militancy were understandings of class and gender transformed by decades of racially segregated urban development, the 1906 Atlanta race riot, Georgia’s disfranchisement campaign of 1908, and the upheavals of World War I. On this cultural foundation, black Atlantans built a new urban black politics that would become the model for the NAACP’s political strategy well into the twentieth century.

Unlike those who are primarily concerned about cost efficiency, Kenneth Wong specifies how resources are allocated for what purposes at different levels of the government. In contrast to those who focus on litigation as a way to reduce funding gaps, he underscores institutional stalemate and the lack of political will to act as important factors that affect legislative deadlock in school finance reform. Wong defines how politics has sustained various types of "rules" that affect the allocation of resources at the federal, state, and local level. While these rules have been remarkably stable over the past twenty to thirty years, they have often worked at cross-purposes by fragmenting policy and constraining the education process at schools with the greatest needs. Wong's examination is shaped by several questions. How do these rules come about? What role does politics play in retention of the rules? Do the federal, state, and local governments espouse different policies? In what ways do these policies operate at cross-purposes? How do they affect educational opportunities? Do the policies cohere in ways that promote better and more equitable student outcomes? Wong concludes that the five types of entrenched rules for resource allocation are rooted in existing governance arrangements and seemingly impervious to partisan shifts, interest group pressures, and constitutional challenge. And because these rules foster policy fragmentation and embody initiatives out of step with the performance-based reform agenda of the 1990s, the outlook for positive change in public education is uncertain unless fairly radical approaches are employed. Wong also analyzes four allocative reform models, two based on the assumption that existing political structures are unlikely to change and two that seek to empower actors at the school level. The two models for systemwide restructuring, aimed at intergovernmental coordination and/or integrated governance, would seek to clarify responsibilities for public education among federal, state, and local authorities-above all, integrating political and educational accountability. The other two models identified by Wong shift control from state and district to the school, one based on local leadership and the other based on market forces. In discussing the guiding principles of the four models, Wong takes care to identify both the potential and limitations of each. Written with a broad policy audience in mind, Wong's book should appeal to professionals interested in the politics of educational reform and to teachers of courses dealing with educational policy and administration and intergovernmental relations.
