The unique range and perspective of this collection will provide an understanding not found elsewhere. It starts with a lucid introduction of how memory plays a political and wider social role in Japan. Four case studies follow. The first takes up the divergence in memory at the national and subnational levels by analysing the memory of the battle of Okinawa and US military accidents in Okinawa prefecture, illuminating how memory in the prefecture embeds Okinawans as victims of mainland Japan and of the United States. The second explores whether Japan’s membership of the International Criminal Court represents a shift in the Japanese government’s negative remembrance of the International Military Tribunal for the Far East, demonstrating how both courts are largely portrayed as being disconnected in political debates. The third offers an analysis of the surviving letters of the Kamikaze pilots in order to interrogate and compare their presumed identity in the dominant collective memory and their own self-identities. The fourth untangles how the ‘memory of winds’ in Japanese fishing communities remains an expression of social thought that presides over the ‘transmission of meaning’ about fishermen's geographical surroundings. Contributing to a growing literature on ‘difficult heritage’, this collection advances our understanding of how places of pain, shame, oppression, and trauma have been appropriated and refashioned as ‘heritage’ in a number of societies in contemporary East and Southeast Asia and Oceania. The authors analyse how the repackaging of difficult pasts as heritage can serve either to reinforce borders, transcend them, or even achieve both simultaneously, depending on the political agendas that inform the heritage-making process. They also examine the ways in which these processes respond to colonialism, decolonization, and nationalism. The volume shows how efforts to preserve various sites of ‘difficult heritage’ can involve the construction of new borders in the mind between what is commemorated and what is often deliberately obscured or forgotten. Though Germans have come to recognize the evils of Nazism, for them, its primary evil derived from the war it unleashed and the hardships, death, and destruction that the war wrought on the Germans themselves, and less from the losses and suffering it caused others. Recent public discussion about the Allied bombing campaign against Germany, the expulsion of Germans from Eastern Europe, and other German experiences during and following the Second World War have revealed what some see as an emerging tendency among Germans to perceive themselves as much the victims of wartime acts as other peoples. Through a survey of postwar literature, film, and other popular media, as well as public commemorations and other means of memorializing and discussing the past, K. Michael Prince demonstrates that the theme of German suffering has been an abiding and even overriding element of postwar German historical memory and a chief component of German cultural identity. While academics have focused their attention on Nazism, atrocity and genocide, and while Germany's official ceremonies and other acts of public memory have been similarly directed, it was the wartime sufferings of average Germans that have remained at the core of German historical consciousness, influencing their attitudes toward war in general and shaping Germany's role in world affairs.
