Download or read book Approval and Promulgation of Implementation Plans Georgia Regional Haze State Implementation Plan Us Environmental Protection Agency Regulation Epa 2018 Edition written by The Law The Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-07-19 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approval and Promulgation of Implementation Plans - Georgia - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Approval and Promulgation of Implementation Plans - Georgia - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 EPA is finalizing a limited approval of a revision to the Georgia State Implementation Plan (SIP) submitted by the State of Georgia through the Georgia Department of Environmental Protection Division (GA EPD) on February 11, 2010, as supplemented November 19, 2010 (hereafter also referred to as "Georgia's regional haze SIP"). Georgia's SIP revisions address regional haze for the first implementation period. Specifically, these SIP revisions address the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the "regional haze program"). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is finalizing a limited approval of Georgia's SIP revisions to implement the regional haze requirements on the basis that these SIP revisions, as a whole, strengthen the Georgia SIP. In a separate action published on June 7, 2012, EPA proposed a limited disapproval of these same SIP revisions because of the deficiencies in the State's regional haze SIP arising from the remand by the U.S. Court of Appeals for the District of Columbia Circuit (D.C. Circuit) to EPA of the Clean Air Interstate Rule (CAIR). Book excerpt: Approval and Promulgation of Implementation Plans - Kentucky - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Approval and Promulgation of Implementation Plans - Kentucky - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 EPA is finalizing a limited approval and a limited disapproval of two revisions to the Kentucky state implementation plan (SIP) submitted by the Commonwealth of Kentucky through the Kentucky Energy and Environment Cabinet, Division of Air Quality (KYDAQ), on June 25, 2008, and May 28, 2010. Kentucky's June 25, 2008, and May 28, 2010, SIP revisions address regional haze for the first implementation period. Specifically, these revisions address the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the "regional haze program"). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is finalizing a limited approval of Kentucky's June 25, 2008, and May 28, 2010, SIP revisions to implement the regional haze requirements for Kentucky on the basis that these revisions, as a whole, strengthen the Kentucky SIP. Also in this action, EPA is finalizing a limited disapproval of these same SIP revisions because of the deficiencies in the Commonwealth's regional haze SIP revisions arising from the remand by the U.S. Court of Appeals for the District of Columbia Circuit (D.C. Circuit) to EPA of the Clean Air Interstate Rule (CAIR). This book was released on 2018-07-19 with total page 26 pages. Available in PDF, EPUB and Kindle. Book excerpt: Approval and Promulgation of Implementation Plans - State of Alabama - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Approval and Promulgation of Implementation Plans - State of Alabama - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 EPA is finalizing a limited approval of a revision to the Alabama State Implementation Plan (SIP) submitted by the State of Alabama through the Alabama Department of Environmental Management (ADEM) on July 15, 2008. Alabama's July 15, 2008, SIP revision addresses regional haze for the first implementation period. Specifically, this SIP revision addresses the requirements of the Clean Air Act (CAA or Act) and EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the "regional haze program"). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. EPA is finalizing a limited approval of Alabama's July 15, 2008, SIP revision to implement the regional haze requirements for Alabama on the basis that this SIP revision, as a whole, strengthens the Alabama SIP. Additionally, EPA is rescinding the federal regulations previously approved into the Alabama SIP on November 24, 1987, and approving the provisions in Alabama's July 15, 2008, SIP submittal to meet the long-term strategy (LTS) requirements for reasonably attributable visibility impairment (RAVI). In a separate action published on June 7, 2012, EPA finalized a limited disapproval of this same SIP revision because of the deficiencies in the State's regional haze SIP revision arising from the remand by the U.S. Court of Appeals for the District of Columbia Circuit (DC Circuit) to EPA of the Clean Air Interstate Rule (CAIR). Book La025 22 Approvals and Promulgations of Implementation Plans Louisiana Regional Haze State Implementation Plan Us Environmental Protection Agency Regulation 2018

Download or read book La025 22 Approvals and Promulgations of Implementation Plans Louisiana Regional Haze State Implementation Plan Us Environmental Protection Agency Regulation 2018 written by Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-08-21 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: LA025.22 Approvals and Promulgations of Implementation Plans - Louisiana - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the LA025.22 Approvals and Promulgations of Implementation Plans - Louisiana - Regional Haze State Implementation Plan (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 The EPA is finalizing a partial limited approval and a partial disapproval of a revision to the Louisiana State Implementation Plan (SIP) submitted by the State of Louisiana through the Louisiana Department of Environmental Quality (LDEQ), on June 13, 2008, that addresses regional haze (RH) for the first implementation period. This revision was submitted to address the requirements of the Clean Air Act (CAA) and the EPA's rules that require states to prevent any future and remedy any existing anthropogenic impairment of visibility in mandatory Class I areas (national parks and wilderness areas) caused by emissions of air pollutants from numerous sources located over a wide geographic area (also referred to as the "regional haze program"). States are required to assure reasonable progress toward the national goal of achieving natural visibility conditions in Class I areas. In a separate action, the EPA has finalized a limited disapproval of the Louisiana RH SIP, along with several other states' regional haze plans, because of deficiencies in the state's regional haze SIP submittal arising from the remand by the U.S. Court of Appeals for the District of Columbia (D.C. Circuit) to the EPA of the Clean Air Interstate Rule (CAIR). In this action, the EPA is finalizing a partial disapproval because of deficiencies in Louisiana's RH SIP submittal that go beyond the issues addressed in the EPA's limited disapproval in that separate action. The EPA is also finalizing a partial limited approval of those elements of this SIP revision not addressed by our partial disapproval. The partial limited approval of the RH requirements for Louisiana is based on the conclusion that the revisions, as a whole, strengthen the Louisiana SIP. This action is being taken under section 110 and part C of the CAA. This book was released on 2018-09 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regional Haze - Revisions to Provisions Governing Alternatives to Source-Specific Best Available Retrofit Technology (BART) Determinations (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Regional Haze - Revisions to Provisions Governing Alternatives to Source-Specific Best Available Retrofit Technology (BART) Determinations (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 The EPA is finalizing revisions to our rules pertaining to the regional haze program. In this action, the EPA is finalizing our finding that the trading programs in the Transport Rule, also known as the Cross-State Air Pollution Rule (CSAPR), achieve greater reasonable progress towards the national goal of achieving natural visibility conditions in Class I areas than source-specific Best Available Retrofit Technology (BART) in those states covered by the Transport Rule. In this action, the EPA is also finalizing a limited disapproval of the regional haze State Implementation Plans (SIPs) that have been submitted by Alabama, Georgia, Indiana, Iowa, Louisiana, Michigan, Mississippi, Missouri, North Carolina, Ohio, Pennsylvania, South Carolina, Virginia and Texas because these states relied on requirements of the Clean Air Interstate Rule (CAIR) to satisfy certain regional haze requirements. To address deficiencies in CAIR-dependent regional haze SIPs, in this action the EPA is promulgating Federal Implementation Plans (FIPs) to replace reliance on CAIR with reliance on the Transport Rule in the regional haze SIPs of Georgia, Indiana, Iowa, Kentucky, Michigan, Missouri, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia and West Virginia. Book Enforcement at the EPA

Download or read book Enforcement at the EPA written by Joel A. Mintz and published by University of Texas Press. This book was released on 2012-04-01 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: The only published work that treats the historical evolution of EPA enforcement, this book provides a candid inside glimpse of a crucial aspect of the work of an important federal agency. Based on 190 personal interviews with present and former enforcement officials at EPA, the U.S. Department of Justice, and key congressional staff members—along with extensive research among EPA documents and secondary sources—the book vividly recounts the often tumultuous history of EPA’s enforcement program. It also analyzes some important questions regarding EPA’s institutional relationships and the Agency’s working environment. This revised and updated edition adds substantial new chapters examining EPA enforcement during the Clinton and George W. Bush administrations. Its treatment of issues of civil service decline and the applicability of captive agency theory is also new and original.

Book Visibility Regional Haze and the Clean Air Act

Download or read book Visibility Regional Haze and the Clean Air Act written by and published by . This book was released on 2006 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Section 169A of the Clean Air Act (CAA) sets "as a national goal the prevention of any future, and the remedying of any existing, impairment to visibility" in designated "class I areas" (e.g., national parks and wilderness areas). It requires 26 categories of major stationary sources of pollution -- including electric generating units (EGUs) -- in existence on the date of enactment (1977), but not more than 15 years old as of that date, to install "best available retrofit technology" (BART) if the state determines the source may reasonably be anticipated to cause or contribute to any impairment of visibility in any class I area. A key contributor to regional haze is very fine particles (PM2.5), to which sulfur dioxide (SO2) and nitrogen oxides (NOx) are important contributors. EGUs are major emitters of SO2 and NOx. The Environmental Protection Agency (EPA) was directed to issue regulations to assure that State Implementation Plans (SIPs) required (1) reasonable progress toward meeting the national goal and (2) compliance with specific provisions, including the BART requirements. However, EPA delayed issuing regional haze rules, and in 1990 Congress amended the CAA's visibility requirements. EPA issued the final regional haze rule on July 1, 1999. Among its provisions, the rule required "reasonable progress" toward visibility improvement and a state BART implementation plan. For BART, states could alternatively propose a trading program -- but only if it achieved greater progress in improving visibility. The BART requirement's interaction with other air pollution control programs has become an issue -- most notably its relation to the Clean Air Interstate Rule (CAIR) designed to reduce emissions crossing state lines and hindering compliance with National Ambient Air Quality Standards (NAAQS). CAIR involves controls on SO2 and NOx, focuses on EGUs as the most cost-effective source to control, and proposes using a trading mechanism to accomplish reductions. At issue is how the model CAIR trading program for EGUs interacts with the BART requirement for EGUs. In 2005, EPA made a final determination to exempt EGUs subject to the CAIR trading program from the Section 169A visibility BART program. Critics of EPA's proposal point out that Section 169A specifies protection of individual class I areas and that BART requirements would be more stringent than CAIR for individual sources; and they claim that overall, visibility improvements attributable to CAIR would not be adequate to meet CAA goals. EPA's effort to meld the visibility program with CAIR is consistent with its expressed desire to redirect CAA compliance strategies toward a market-oriented, cap-and-trade program, viewed by many as more cost-effective than direct regulation (such as BART). The Administration has proposed "Clear Skies" legislation to create a more integrated trading process for addressing SO2 and NOx emissions from EGUs, but it failed to be reported out of committee in the Senate. CAIR represents a regulatory initiative to achieve a step in coordinating certain CAA programs, but it may be that a statutory solution will be necessary. This report will not be updated.

Download or read book Review of EPA Homeland Security Efforts written by National Research Council and published by National Academies Press. This book was released on 2004-01-11 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: The report examines the Environmental Protection Agency's three-year plan for a comprehensive response to a chemical or biological attack on a civilian or public sector facility. The report states that EPA has correctly identified the essential major research areas (detection, containment, decontamination, and disposal) but calls for an initial focus on decontamination and disposal efforts and a longer term research program.
