Book excerpt: The release of a new videotape by Osama Bin Laden in late October 2004 rekindled public debate surrounding Al Qaeda's ideology, motives, and future plans to attack the United States. The highly political tone and content of the two most recent statements released by Osama Bin Laden [April and October 2004] have led some terrorism analysts to speculate that the messages may signal a new attempt by Bin Laden to create a lasting political leadership role for himself and Al Qaeda as the vanguard of an international Islamist ideological movement. Others have argued that Al Qaeda's presently limited capabilities have inspired a temporary rhetorical shift and that the group's primary goal remains carrying out terrorist attacks against the United States and its allies around the world, with particular emphasis on targeting economic infrastruction and fomenting unrest in Iraq and Afghanistan. This report reviews Osama Bin Laden's use of public statements from the mid-1990s to the present to analyze the evolving ideological and political content of those statements.

Global counterterrorism operations in the aftermath of the September 11, 2001 terrorist attacks appear to have limited Bin Laden's ability to provide command and control leadership to Al Qaeda operatives and affiliated groups. However he and other Al Qaeda leaders continue to release statements that sanction, encourage, and provide guidance for future terrorist operations. Iraq, in particular, has become a focal point for Al Qaeda's rhetoric, as recent statements have underscored Al Qaeda's interest in Iraq and support for the ongoing insurgency.

After more than ten years of fighting, the war on terror the threat from al-Qaeda still remains. Al-Qaeda cells around the world have been disrupted and a majority of al-Qaeda's top leadership has been either killed or captured. Despite the death Osama bin Laden, al-Qaeda still poses a threat to the world. Al-Qaeda has evolved into a global terrorist actor. The growing appeal of its guiding Salafist ideology has swelled its ranks since 9/11. Furthermore, many of the early gains originally achieved in the war in Afghanistan have been lost. President Obama used a similar strategy as former President George W. Bush and escalated the war in Afghanistan. The additional troops sent to Afghanistan did little to achieve the desired success. Obama is now disengaging from Afghanistan and combat operations will end in 2014, yet the war on terror continues in Yemen, Somalia and throughout the world. The current debate on al-Qaeda classifies the organization in the same category as the traditional nineteenth century terrorist groups. This is wrong, dangerous and has led to counterterrorist strategies that will fail to accomplish long term security for the United States. The current War on Terror has given the U.S. two costly wars and done little to defeat terrorism. For too long the attempts to understand the motivations of al-Qaeda have focused on Western interpretations of its causes and ignored what the organization states as its motives. By understanding the internal and external causes that draw people to al-Qaeda, law enforcement, intelligence agencies, and policy makers within the government can develop better counter terrorist strategies to reduce the risk from terrorism. This research hopes to expand the knowledge of why people are drawn to al-Qaeda as well as the contributing factors that motivate the organization. This research will conduct a qualitative research by examining the ideology behind al-Qaeda as well as the external causes like U.S. foreign policy. The research will separate the causes of terrorism into three categories: 1) psychological factors, 2) religious factors, and 3) political factors. The political factors can be sub-divided into two categories. The first category will examine political Islam exploring the political objectives of the organization and how they are mixed with religion. The second sub-category will examine U.S. foreign policy in the Middle East. It will also use a qualitative case study research analyzing the formation and history of al-Qaeda to enrich the understanding of the conditions that breed terrorism. Conditions like the history of the Arab world and why it is still relevant to present day, oppression, and feelings of hopelessness that push ordinary people to commit violent acts and kill innocent people. Perceived social injustice can make people feel that killing one group of people is justified, if it changes their situation.

While it has traits that exploit and reflect the current international context, it is not utterly without precedent: some aspects of al-Qaeda are unusual, but many are not. Terrorist groups end according to recognisable patterns that have persisted for centuries, and they reflect, among other factors, the counter-terrorist policies taken against them. It makes sense to formulate those policies with a specific image of an end in mind. Understanding how terrorism ends is the best way to avoid being manipulated by the tactic. There is vast historical experience with the decline and ending of terrorist campaigns, yet few policymakers are familiar with it. This paper first explains five typical strategies of terrorism and why Western thinkers fail to grasp them. It then describes historical patterns in ending terrorism to suggest how insights from that history can lay a foundation for more effective counter-strategies. Finally, it extracts policy prescriptions specifically relevant to ending the campaign of al-Qaeda and its associates, moving towards a post-al-Qaeda world.
