Book excerpt: Evolutionary selection has been radically relaxed in the human species as a result of the development of civilization, science in general, and medicine in particular. While these advances have hugely benefited current populations, they have to a significant degree released the species from the biological process which created it and maintains its viability. Formerly, natural selection took place largely as a result of differential mortality, but now that most people survive well beyond their child bearing years, selection is determined largely by differential fertility. Aside from genetic illnesses, this new selection is also characterized by a negative correlation between fertility and intelligencethe core of eugenic concern for over a century. Eugenics views itself as the fourth leg of the chair of civilization, the other three being a) a thrifty expenditure of natural resources, b) mitigation of environmental pollution, and c) maintenance of a human population not exceeding the planets carrying capacity. Eugenics, which can be thought of as human ecology, is thus part and parcel of the environmental movement. Humanity is defined, not as the totality of the currently living population, but as the number of people who will potentially ever live. This is a book about the struggle for human rights and parental responsibility.

Book excerpt: Excerpt from Readings in Evolution, Genetics, and Eugenics This book has been prepared to meet a specific demand, long felt here and elsewhere, for an account of the various phases of evolutionary biology condensed within the scope of one volume of moderate size. The present writer has now for sixteen successive years presented in lecture form to large classes of students the subjects of evolution, genetics, and eugenics. Never have we been able to find a single book that would cover the required ground. In fact it has been necessary to require, or at least to recommend, as many as three books. It is believed that the present book will furnish adequate reading material for a major or a semester course in evolutionary biology. Some supplementary reading may be necessary in case an instructor wishes to emphasize one or more phases of the subject; but for a first course in the subject we believe that all of the essential reading material will be found within the text itself. An effort has been made to present the subject in the best pedagogical order. After a general introduction, a rather long chapter appears in which the whole history of the development of evolutionary science is outlined, together with the names and contributions of the leading evolutionists. Part II is a presentation of the evidences of organic evolution, beginning with the bodies of evidence most definite and direct, and ending with the less definite and more controversial. Part III deals with causo-mechanical theories of evolution with Darwinism as the central topic. Part IV concerns itself with genetics or modern experimental evolution, and Part with eugenics, or genetics as applied to human improvement. The book consists largely of excerpts, some long and some short, from both the older classical evolutionary writers and the modern writers. Our aim has been to select the most significant or characteristic passages from each author. In most cases this ideal has been attained, but it has sometimes happened that we have had to make our selection of material to meet a real need hi the book, and accordingly have selected from an author a passage he himself might not consider particularly characteristic of his work. We have succeeded, nevertheless, in welding together out of a collection of isolated chapters and passages what seems to us to be a close approach to a coherent unit. Unification has been accomplished by the aid of editorial connecting passages, introductory statements, criticisms, and summaries. Book excerpt: As eugenics is defined, it is very difficult to make a clear distinction between science (medicine, genetic engineering) and eugenics as a included field. And to set a line over which genetic engineering should not go further, according to moral, legal and religious norms. If we accept the help of genetics in finding ways to fight cancer, diabetes, or HIV, we also accept positive eugenics as they are defined now. And if we accept genetic screening, and interventions on the unborn baby, or abortion, we also implicitly accept negative eugenics. In addition, at government level, although eugenics are officially denied, it has been legalized in many countries until recently, and is still accepted and legalized, albeit in subtle forms, even these days. The section Introduction defines the term and classification modes. The section History of Eugenics follows eugenics from the ancient period, the introduction of eugenics by Francis Galton, the practice of eugenics as a state policy in various countries, and the present eugenics (liberal eugenics). I then analyze various issues raised by the Ethics of Liberal Eugenics, and I have developed a special section for the Future of Eugenics, focusing on the human genome project. Finally, in the Conclusions, I express my personal views on the current practice of eugenics.
