Book excerpt: Globally, there are several initiatives being undertaken to ensure the availability of information across countries that can be used to analyse the inequality phenomenon in and among countries. The data are easily accessible for use in comparative research on inequality across regions and countries, especially those covered by the UNU-WIDER World Income Inequality Database (WIID) initiative. This initiative is among the leading data innovations in the field of inequality research. This study explores how well the WIID Companion's standardized inequality measures relate to those derived using locally based data, such as the Kenyan inequality diagnostics and the fiscal incidence studies conducted by the African Centre of Excellence for Inequality Research (ACEIR). The findings show that the WIID Companion's standardized inequality measures are much higher than those in the original WIID, the Kenyan inequality diagnostic, and the fiscal incidence studies. The study demonstrates that inequality measures based on per capita consumption are likely to be lower than those based on net per capita income, partly due to the former not capturing the savings portion of disposable income. It is difficult to authenticate how well the WIID's standardized inequality measures relate to measures of per capita income inequality in Kenya due to lack of quality data on income and taxation. This issue needs to be investigated further as better data become available.

Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

We find technological progress as having a greater impact than globalization on inequality. The limited overall impact of globalization reflects two offsetting tendencies: whereas trade globalization is associated with a reduction in inequality, financial globalization-and foreign direct investment in particular-is associated with an increase. A key finding is that both globalization and technological changes increase the returns on human capital, underscoring the importance of education and training in both developed and developing countries in addressing rising inequality.

Latin America was the only region in the World to have experienced significant declines in inequality in that period. Poverty also fell in Latin America, although this was replicated in other regions, and Latin America started from a relatively low base. Starting around 2014, however, and even before the COVID-19 pandemic hit, poverty and inequality gains had already slowed in Latin America and, in some cases, gone into reverse. And the COVID-19 shock, which is still playing out, is likely to dramatically worsen short-term poverty and inequality dynamics. Against this background, this departmental paper investigates the link between commodity prices, and poverty and inequality developments in Latin America.

Book excerpt: We analyze microdata from Mexico's survey on household income and expenditures (ENIGH) to study the evolution of income inequality in Mexico over 2004-16, identify its sources, and investigate how it was affected by government social policy. We find evidence of only a small decline in inequality over this period. The observed decline may be attributed to government transfers, notably targeted cash transfers (Prospera) and non-contributory pensions. In 2016, those two programs accounted for more than two thirds of the reduction in the Gini coefficient due to government transfers. Other transfer programs such as farmland subsidies (Proagro), government scholarships, and non-monetary transfers for medical expenditures have not been as effective.

However, little is still known about their impact on poverty and inequality. Using a large cross-country panel dataset, the authors find that remittances in Latin American and Caribbean (LAC) countries have increased growth and reduced inequality and poverty. These results are robust to the use of different instruments that attempt to correct for the potential endogeneity of remittances. Household survey-based estimates for 10 LAC countries confirm that remittances have negative albeit relatively small inequality and poverty-reducing effects, even after imputations for the potential home earnings of migrants.

An important implication of these results is that policies that reduce corruption will also lower income inequality and poverty.
