Despite this scarcity, there remain numerous problems associated with the excessive and inappropriate use of phosphorus leading to non-point source pollution and eutrophication of natural waters. Identifying appropriate systems for managing soil phosphorus and reducing the risks of eutrophication are needed to minimize the environmental risks. This book focuses on the availability and recycling of phosphorus; regulatory and policy issues of sustainable phosphorus use; and water quality management in agroecosystems pertaining to phosphorus. Sections are dedicated to global phosphorus reserves; cycling and pathways of phosphorus; phosphorus in agriculture; human dimensions and policy intervention; and research and development priorities. Phosphorus is a finite but crucial resource and is an essential element to all life. Sub-optimal availability and nutrient imbalance in the root zone can adversely impact plant growth, and the quality of food and feed grown on these soils. However, the proven reserves of phosphorus can hardly be adequate for a few centuries only. Yet, its misuse and mismanagement has caused severe problems of eutrophication of water and pollution of the environment. Thus, judicious management of soil phosphorus is essential. This volume is specifically devoted to availability and recycling of phosphorus, regulatory/policy issues of sustainable use of phosphorus, and management in agroecosystems in the context of maximizing the use efficiency and minimizing the environmental risks of water quality.

A. Ragotzkie, L. R. Pomeroy, J. M. Teal, and D. C. Scott, entitled “Proceedings of the Salt Marsh Conference” held in 1958 at the Marine Institute, Sapelo Island, Ga. Now forty years later, the Sapelo Island conference has been the major intellectual impetus, and another Sea Grant Program the major backer, of another symposium, the “International Symposium: Concepts and Controversies in Tidal Marsh Ecology”. This one re-examines the ideas of that first conference, ideas that stimulated four decades of research and led to major legislation in the United States to conserve coastal wetlands. It is dedicated, appropriately, to two then young scientists – Eugene P. Odum and John M. Former EPA Administrators recognized early that contemporary monitoring programs could not even quantify simple unknowns like the number of lakes suffering from acid rain, let along determine if national control policies were benefiting these lakes. Today, adding to acidification impacts are truly complex problems such as determining the effects of climate change, of increases in ultraviolet light, toxic chemicals, eutrophication and critical habitat loss. Also today, the Government Performance and Results Act seeks to have agencies develop performance standards based on results rather than simply on levels of programmatic activities. The charge to EMAP of ecosystems is, therefore, the same today as it was a with respect to measuring the condition decade ago. We welcome the increasing urgency for sound scientific monitoring methods and data by efforts to protect and improve the environment. Systematic nationwide monitoring of natural resources is more than anyone program can accomplish, however. In an era of declining budgets, it is crucial that monitoring programs at all levels of government coordinate and share environmental data. EMAP resources are dwarfed by the more than $500 million spent on federal monitoring activities each year.
