Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The focus of this year's report is on three elements needed to make growth more inclusive and sustainable: investment in human capital that favors the poor, the best use of safety nets, and steps to ensure the environmental sustainability of economic growth. These three elements are imperative to all countries' development strategies, and are also fundamental to global efforts to achieve the twin goals, the MDGs, and the Sustainable Development Goals that will succeed the MDGs. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. The analysis of poverty is multidisciplinary. It goes from ethics to economics, from political science to human biology, and any type of measurement rests on mathematics. Moreover, poverty is multifaceted according to the types of deprivation, and it is also gender and age speci c. A vector of variables is required, which raises a substantial problem for individual and group comparisons necessary to equity analysis. Multidimension- ity also complicates the aggregation necessary to perform the ef ciency analysis of policies. In the case of income poverty, these two problems, equity and ef ciency, have bene ted from very signi cant progress in the eld of economics. Similar achievements are still to come in the area of multidimensional poverty. Within this general background, this book has a very modest and narrow-scoped objective. It proposes an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, the size and the qualitative as well as the quantitative nature of the primary indicators used to describe the poverty of an individual, a household or a sociodemographic entity.
