The growth in the county has led to an increase in discipline problems. In order to provide suspended students a second chance, Union County Public Schools implemented an alternative to suspension program, the Union County Alternative to Suspension Program (UCATS). The UCATS Program provides students suspended for 2 to 10 days the opportunity to earn attendance credit by performing community service in local business agencies in Union County.--The researcher conducted a program evaluation using archival and survey data to answer the research questions: (1) To what extent does the Union County Alternative to Suspension Program (UCATS) fulfill the seven objectives of the program; (2) What are the perceptions of the students, stakeholders, administrators, teachers, parents, and community partners of the UCATS Program as related to the desired outcomes; and (3) What are the strengths and weaknesses of the UCATS Program?--The researcher surveyed and examined historical documents archival data pertaining to students participating in the UCATS Program. The researcher also surveyed teachers, administrators, counselors, and parents of students who were in the program, the UCATS staff and community/business agency supervisors.--The research results indicated that the UCATS Program did not fulfill two of the seven objectives. Students' grades declined after they participated in the program and there was an increase in crime for 4 years and then there was a decrease. The students, parents, and administrators ranked UCATS as the most effective alternative to suspension program. Teachers ranked Saturday detention as the most effective alternative to suspension program.

However, once students violate school board policies their right to a free education is threatened. With the implementation of zero-tolerance policies, students are expelled from schools for incidents that would have resulted in suspensions in the past and a gap in their education is created (Johnson, 2011). Many districts have opted to offer alternative programs to expelled students providing them an opportunity to continue their education without interruption (Smith, 2012). Although research on the level of impact these programs have had on expelled students is limited, the literature supports the benefits which lead to improvement academically, socially and behaviorally (Elias, 2011; Goldenson, 2013). This study evaluated an alternative program designed to serve students who had been expelled to determine if the goals of the program were met. This study employed the techniques of archival data analysis, document analysis, and survey research. A paired-samples t-test was conducted to determine if there were significant changes in students' reading and math scores, and grade point averages. A repeated-measures ANCOVA (analysis of covariance) was also performed to determine if there were significant decreases in student attendance and out-of-school suspensions. Descriptive statistics were calculated on the number of credits earned by participating students. Additionally, several bivariate Pearson correlations were calculated to determine if there was a significant relationship among the number of days in the program and post-test scores on reading, math, grade point average, attendance, and out-of-school suspensions. A document analysis was also conducted to gather detailed information about the program. Finally, quantitative and qualitative information were collected from a survey of students and parents to determine their perceptions of the program. Overall the results indicated that the majority of the program's goals were met resulting in improved student achievement and behavior. Students perceived the program as having a positive impact on their ability to learn and control their behaviors. Students also felt a sense of belonging and that their teachers cared about them. Similarly, parents indicated that their children did well academically and emphasized that the program addressed the needs of their children.

Book excerpt: The purpose of the proposed study was to assess the effects of implementing an in-school suspension program with a Restorative Justice component on office referrals, suspensions and grade point averages. The combination or Restorative Justice and in-school suspension as an alternative to out-of-school suspension warrants empirical evaluation. According to recent research, neither Restortive Justice nor in-school suspension alone have enough empirical evidence to support their success and continued use in school in isolation. The positive aspects of each combined may produce a more successful alternative to suspension. A group design procedure was used to assess if significant changes in the number of office referrals, suspensions and/or grade point averages are made when the in-school suspension program with the Restorative Justice component is implemented. This program has been implemented in an urban middle school in Michigan at the request of the school principal. The purpose of this study was to compare school data on referrals, suspensions and grade point averages from a six month time period prior to the implementation of the program with data during the six months when the program was implemented. This study may provide useful information to the school and to the district regarding whether or not the program is a viable alternative to out-of-school suspension.
