Book excerpt: "In September 1996, the Bonneville Power Administration (BPA) contracted with the team of Research Into Action, HARZA Northwest, Campbell-Delong Resources, Dunau Associates and Brian Stipak, Ph.D., to conduct and evaluation of the Program for Enhanced Harvest and Habitat Law Enforcement and Public Awareness for Anadromous Salmonids and Resident Fish in the Columbia River Basin (Enhanced Law Enforcement Program). The Enhanced Law Enforcement Program is part of the regional effort to protect, restore, and rebuild anadromous salmonid fisheries in the Columbia River Basin. The BPA provides funding to agency members of the Columbia Basin Law Enforcement Council (CBLEC) to insure [sic] law enforcement efforts are double those provided in 1991, the year prior to initial funding. The Northwest Power Planning Council, (NWPPC), the Columbia Basin Fish and Wildlife Authority (CBFWA), and the BPA all desired to know whether the Enhanced Law Enforcement Program had met its objectives and whether the effect of enhanced law enforcement had contributed to the reduction of illegal take and the protection of anadromous salmonids. The primary goal of this evaluation is to identify whether the Enhanced Law Enforcement Program has made a difference and to make recommendations for improving the efficiency and the effectiveness of the program. To this end, the Research Into Action team has taken a two-fold approach to the evaluation by conducting both an Outcomes Analysis and an Implementation Analysis of the Enhanced Law Enforcement Program" -- Page 1.
