In a system with no or little insurance, households may be subject to a high income risk, whereas excessively generous unemployment insurance systems are known to lead to high unemployment rates and are costly both from a fiscal perspective and for society as a whole. Andreas Pollak investigates what an optimal unemployment insurance system would look like, i.e. a system that constitutes the best possible compromise between income security and incentives to work. Using theoretical economic models and complex numerical simulations, he studies the effects of benefit levels and payment durations on unemployment and welfare. As the models allow for considerable heterogeneity of households, including a history-dependent labor productivity, it is possible to analyze how certain policies affect individuals in a specific age, wealth or skill group. The most important aspect of an unemployment insurance system turns out to be the benefits paid to the long-term unemployed. If this parameter is chosen too high, a large number of households may get caught in a long spell of unemployment with little chance of finding work again. Based on the predictions in these models, the so-called "Hartz IV" labor market reform recently adopted in Germany should have highly favorable effects on the unemployment rates and welfare in the long run.

Book excerpt: This document contains the foreword and executive summary to the final report of the Leitch Review of Skills (ISBN 0118404865), one of a series of reviews commissioned by the Chancellor of the Exchequer to accompany the pre-Budget report 2006 (Cm. 6984, ISBN 0101698429). The final report considers the long-term skills needs of the UK economy to maximise economic growth and productivity and to promote social justice and social inclusion. It finds that although the UKs skills base has improved significantly over the last decade, it remains weak by international standards, and even if current targets to improve skills are met, we will still lag behind that of many comparator countries by 2020. The report concludes that a radical step-change is required across the skills spectrum to address these challenges, and makes a number of recommendations designed to help the UK achieve this raised ambition.

Book excerpt: The Commission's Directorate-General for Economic and Financial Affairs hosted a workshop on making-work-pay policies and indicators in March 2005, a particularly opportune moment to discuss these issues since it coincided with the new start for the Lisbon strategy with its increased focus on growth and jobs. The purpose of the workshop was to contribute to the debate on reforms of tax and benefit systems. It took stock of the most recent studies by academic researchers in this area and brought some recently developed indicators on work incentives to the attention of the participants. It also provided an opportunity for discussion between academic researchers and labour market experts in national administrations and EU institutions. The papers presented in the workshop demonstrate that there are tangible benefits in bringing together academic researchers and national policy-makers to exploit research findings, compare experiences and exchange best practices to shape further reforms. This volume brings those contributions together. They shed light on highly topical issues such as indicators on incentives, the role of incentives, eligibility rules and enforcement, the responsiveness of labour supply and the lessons that can be learnt from national labour market reforms.
