Book excerpt: Conceptual rainfall-runoff models are increasingly being proposed as important tools for water resource prediction, and in particular for assessing the impacts of climate and land use changes on catchment hydrology. But there are many issues that must be addressed in order to avoid adverse effects from model complexity, over-parameterisation and limited data. A model's ability to capture the effect of climate variability is obviously one of the most important issues for addressing modelling capacity to identify the impacts of climate and land use changes. The main objective of this thesis is to provide an assessment framework to evaluate model adequacy in representing the impacts of climate variability on streamflow. This includes various techniques for reducing predictive uncertainty arising from data and model calibration. The methodology employed in the thesis is primarily based on a combination of data- and model-based analysis.

Several contributing papers focused on case studies using Regional Climate Models (RCMs) linked to hydrological models, applied to the analysis of runoff under conditions of convective activity and extreme precipitation, in regions of complex topography, or stakeholder-driven investigations such as water runoff simulations in Quebec undertaken for a major utility. Thorough analyses of GCM results for the Century were reported at the Workshop, in order to illustrate the improvements in model results which have taken place in recent years, and the increasing confidence with which the models can be used for projecting climatic change in coming decades. However, there is still much room for improvement; there is also a need to address more fully the manner in which climate and impacts models (e. g. , hydrological models) can be linked, in terms of consistency and the overlap between different scales, the underlying physical assumptions, and the parameterizations used. Session 2 was devoted to the two extremes of water resources, namely floods and droughts, the focus here being to identify the climate change component in river floods. These have significant economic implications, as was shown by several scientists from Western and Central Europe. Many long time series have been studied worldwide with the aim of detection of nonstationarities, yet there is no conclusive evidence of climate-related changes in flow records, in general.

Particular attention has been paid increasingly to hydropower generation in recent years because it is renewable energy. However, hydropower is among the most vulnerable industries to changes in global and regional climate. This paper aims to examine the possibility of applying a simple vector autoregressive model to forecast future hydrological series and evaluate the resulting impact on hydropower projects. Three projects are considered - in India, Sri Lanka, and Vietnam. The results are still tentative in terms of both methodology and implications; but the analysis shows that the calibrated dynamic forecasts of hydrological series are much different from the conventional reference points in the 90 percent dependable year. The paper also finds that hydrological discharges tend to increase with rainfall and decrease with temperature. The rainy season would likely have higher water levels, but in the lean season water resources would become even more limited. The amount of energy generated would be affected to a certain extent, but the project viability may not change so much. Comparing the three cases, it is suggested that having larger installed capacity and some storage capacity might be useful to accommodate future hydrological series and seasonality. A broader assessment will be called for at the project preparation stage.
