Book excerpt: In recent years, preventive maintenance has been used widely to solve the problem of early-stage asphalt pavement damage. However, conventional preventive maintenance treatments cannot effectively prevent rutting or damage resulting from the leakage of diesel fuel to the pavement. In this context, numerical simulations of uniaxial penetration tests were conducted with the Discrete Element Model to evaluate the feasibility and effectiveness of pavement surface solidification with a special seal coat. Standard viscosity tests on mixtures of waterborne epoxy resin and emulsified asphalt used as the Permeating and Solidifying Seal Coat (PSSC) material were performed, and uniaxial penetration tests and accelerated loading tests were conducted on asphalt mixture specimens with and without the PSSC. The optimum proportion of PSSC material was determined and its permeability, rutting resistance, diesel fuel corrosion resistance, and durability were evaluated. The results of this study indicate that the superficially solidified pavement with PSSC can effectively enhance rutting resistance and diesel fuel corrosion resistance and can provide more durable skid resistance and better antistripping performance than conventional preventive maintenance treatments. Therefore, the PSSC could be considered a new generation of preventive maintenance treatments for asphalt pavements.

Chip seal, also known as seal coat, is widely used as a low-cost, thin surface treatment in preventive maintenance of asphalt pavements in many states, including Kansas. Loosening of aggregate particles from chip-sealed pavement and associated windshield damage to vehicles is a common problem. Thus the Kansas Department of Transportation (KDOT) uses lightweight aggregates as cover materials for chip seals. Although this has decreased windshield damage problems extensive chip loss on seal-coated pavements in the state has been reported. In this study, lightweight aggregates along with polymer-modified asphalt emulsion were used to determine proper aggregate and emulsion application rates to minimize chip loss in chip seals. Again, lightweight aggregates were studied in the laboratory to determine the effect of moisture content and electrical charge on chip loss. Evaluation of chip seal was performed by statistical analysis based on rutting potential, chip embedment, and retention. Results show that aggregate retention and embedment depth depend on aggregate-emulsion interaction, whereas rutting depends on the type of aggregate. Proper selection of aggregate and asphalt emulsion is important to maximize aggregate retention in chip seal. Chip loss also results from a lack of compatibility between the aggregate and asphalt emulsion. Results indicate that retention of aggregate depends on the prevailing charges of aggregate and emulsion particles. Moisture condition of the aggregate does not have any effect on chip loss. A new sweep test machine has been developed to assess chip loss, and it was found to be better than the sweep test currently recommended by the American Society for Testing and Materials (ASTM).

Evaluation was performed through field monitoring a large number of crack sealed and control sections. Field monitoring included collection of performance data for over five year period after crack sealing. The data collected was used to address the following specific issues: Do existing crack sealing practices within ODOT enhance pavement performance? What is the optimum timing of the treatment? Does crack sealing extend pavement life? Is crack sealing a cost effective treatment? The analysis revel that crack sealed pavements, in general, performed better than the control sections on a 5-year cycle. Regardless of pavement type, aggregate type used in the surface layer, and the prior pavement condition crack sealing always results in performance gain. Maximum performance gain can be achieved by treating pavements with Pavement Condition Rating ranging from 66 to 80. The performance prediction models indicate crack sealing treatment can extend the service life of pavements by up to 3.6 years. The cost analysis using a common metric such as the Net Present Value illustrates that crack sealing, as a maintenance strategy, is economically viable for pavements in the prior PCR range of 66-70. From a practical point of view, it is hereby recommended that ODOT develops a policy to allow crack sealing as a strategy for pavement preventive maintenance for all pavements in the prior PCR range of 66 to 80.

However, these techniques have the shortcomings of low operating efficiency and poor performance such as secondary cracking and edge failure. In this paper, the investigation results of field performance of crack seal band are presented. The seal band is a promising material of crack repair because it results in fewer secondary cracks and greater operating efficiency (two to four times more efficient than crack sealing). However, the field investigation also revealed four major failure modes of seal band, namely, unevenness, cohesion failure, adhesion failure, and pullout that provide the demand to carry out laboratory studies on the properties of seal band material. The following standards are referenced in the studies: (1) standard of hot-applied sealant, (2) standard of building waterproof roll, and (3) standards of related enterprises. Six evaluating test methods are put forward based on the laboratory studies, including: thickness meterage, width meterage, cone penetration test, softening point test, pullout test, and bond test. Fifteen seal band samples are tested in a laboratory evaluation. Based on the field investigation and test results, the technical requirements of different seal bands used in different areas are proposed.

Through the preventive maintenance program, about 16,000 lane miles a year are routinely resurfaced with a seal coat by contracts and about 3,000 lane miles per year of seal coats are placed with state forces. Additionally, seal coats are used in intermediate layers during construction to seal the pavement structure. This is a significant investment of over $300 million annually. For more than 40 years, there has been little change in the design and construction practices, including equipment used to place the asphalt or aggregate. With little to no changes in design and construction methods, Texas continues to see the same problems, such as rock loss, flushing, and bleeding reoccurring. New technologies are being developed that could potentially reduce these types of problems. There have been recent new developments for asphalt distributors due to the performance-based warranty specification being used by the New Zealand Transport Agency. The asphalt distributor improvements include the ability to use up to eight different transversely varying application rates at normal operating speed. This is extremely useful to apply the optimal shot rate when surface conditions change. In addition to this, high definition video systems and scanners can map and document existing texture conditions to define the required spray bar pattern.
