Society is witness to how often this age old adage has proven itself true in every sphere of human life. We have seen a sea change in the way businesses are organized and how the businesses act according to the need of the hour. Currently, the USPS is in the midst of a financial crisis and it need to act fast and wise to stay afloat. The United States Postal Service is the second largest civilian employer in the United States. It has over 700,000 employees, affects an economy that employs over 9 million people and represents 8% of the United States gross domestic product in a $900 billion mailing industry (United States Postal Service [USPS], 2002). While much of the focus of recent consolidation efforts has been to downsize maintenance and staff requirements, the after impacts of consolidation have often been neglected and a proper justification for the selection of facilities for consolidation has not been provided. What has made feasibility assessments even more of a necessity in postal sector is the possible rise in costs associated with transportation, quality of operations and service levels due to unsuccessful consolidations. It is important to define a strategy for the road to consolidation by identifying important factors and likely outcomes. As such any postal organization in any part of the world can be faced with tough times as those of the USPS since there is an ever increasing competition from electronic and social media in communication field. Hence there arises a need for extensive research in this field to aid postal services in tackling the consolidation needs and reforms during unfavorable market conditions. The purpose of this research is to define an analytical framework by the application of Six Sigma principles for the Consolidation Feasibility Assessment (CFA) of postal facility consolidations. Six Sigma approach has not been used in the postal service field to the extent that it has been applied in manufacturing and in other sectors [39]. Included in this study is a case study of a feasibility assessment of the proposed consolidation of a medium sized Processing and Distribution Center at Toledo, Ohio. The goal of this research was to investigate the applications and benefits of conducting CFAs for cost savings, costs incurred and service standards. The hypothesis for this research involved investigating the effects of changes in manpower, transportation, maintenance and other important factors on the consolidation efforts. The scope of this study involved (1) developing a CFA methodology and framework; (2) applying the methodology to a case study; and (3) analyzing the results. The results of the study indicated that the CFA methodology gives a comprehensive view of the pre and pro consolidation scenarios and there was a clear breakdown of costs saved or incurred in various factors of consolidation. Results also indicated that though labor cost savings would be considerable, they might be offset by other miscellaneous costs and also consolidation can cause a considerable degradation of service standards. Such an outcome of CFA will be immensely helpful for the management to understand the implications of consolidation and to assess the effects of consolidation on the general user community and study the scope of operations from a regional to national level.

Book excerpt: First class postage rates have risen from six cents in 1971 to 25 cents in 1988. This rapid increase might be justifiable if service had improved commen-surately, but in fact postal service has steadily deteriorated. The Postal Service concedes that it takes ten percent longer to deliver a first class letter than it did in the 1960s, and one recent postmaster general admits that delivery may have been more reliable in the 1920s. In this volume, Adie reviews the failures of the U.S. Postal Service - an inability to innovate, soaring labor costs, huge deficits, chronic inefficiency, and declining service standards. He blames most of these problems on the postal service's monopoly status. Competition produces efficiency and innovation; monopoly breeds inefficiency, high costs and stagnation. He also examines the experiences of other countries and other industries that may be valuable in prescribing reform for the postal service. The breakup of AT&T provides lessons that may be applied to postal reform. The long-run effects of deregulation on the airline industry are also examined. Since the postal service has serious union problems, Adie looks at the air traffic controllers' strike and other evidence on pay and labor relations in government unions. Finally, Adie examines the experiences of Canada and Great Britain with privatization of government companies. He then offers a comprehensive - and controversial - reform plan for the U.S. Postal Service, with no further monopoly privileges or taxpayer subsidies. He argues that private companies should be free to compete with the Postal Service, and it, in turn, should be free to compete in all phases of the communications business. Without privatization and deregulation, the Postal Service is doomed to continuing inefficiency, rising costs, worsening labor relations, and an increasing loss of customers to more innovative and efficient service providers. Book excerpt: The U.S. Postal Service's (USPS) decision to transfer mail processing functions performed at the Toms River, New Jersey, processing center to a new facility in Trenton, New Jersey, was reassessed. The transportation savings produced by the consolidation should become more significant in future years. However, a precise determination of the impact of the consolidation on actual personnel costs was not possible. Comparisons of actual direct mail processing hours before and after the consolidation indicate that the consolidation did not produce personnel savings during the first 2 years. In the long run, it should prove economically advantageous if USPS can maintain or improve the current productivity rate and prevent future substantial increases in equipment maintenance costs. Although the number of complaints from the Toms River area about mail delivery increased during the year following the consolidation, it was found that the mail service provided by the Trenton facility surpassed the service provided by the Toms River facility. USPS took steps to assure that the timing of mail delivery to and from the Toms River area remained essentially unchanged. The USPS investment in the Trenton facility, the quality of mail service being provided, and the good prospects for making the consolidation economically advantageous suggest that Toms River should not be returned to its previous status as a mail processing center. The consolidation combined, within a short time period, two separate and distinctly different operations into a large facility with a more than adequate mail processing capability.
