Book excerpt: This training was intended to demonstrate innovative methods of crime prevention and preventive mental health. Processing family disturbances constitutes a major aspect of police work. Traditional police approaches to the problem do not reflect the realities of this police experience. There is evidence that a significant proportion of injuries and fatalities suffered by police occur in the highly volatile family conflict situation. The present project attempted to modify family assaults and family homicides and to reduce personal danger to police officers in such situations. The project attempted the development of a new preventive mental health strategy. Assuming that family conflict may be an early sign of emotional disorder in one or all of the participants, the project attempted to utilize policemen as front-line casefinders in keeping with theories of primary prevention. It was proposed that selected policemen could be provided with interpersonal skills necessary to effect constructive outcomes in deteriorating situations which require police intervention. Rejection of an exclusively specialized role for the police officers involved was a major emphasis. The program avoided the conversion of policemen into social workers or psychotherapists. The officers were expected to perform all generalized police patrol functions but were the individuals dispatched on all family disputes in a given geographical area. In addition to continuous group experience, each family specialist was assigned an individual consultant for at least one hour weekly consultation. The individual consultants were advanced clinical psychology students who acquired in this way an unusual community consultation experience. The reciprocal effect of these encounters on the students and upon the policemen is self-evident.

Book excerpt: California Penal Code Section 13519 requires the Commission on Peace Officer Standards and Training to establish guidelines and training for law enforcement's response to domestic violence. This report prescribes those guidelines and the training curriculum required for recruit and in-service officers. Overall, California legislation pertinent to domestic violence addresses it as a serious crime and assures victims the maximum protection from abuse that the law and those who enforce it can provide. The guidelines presented are under the topical categories of enforcement of laws, felony arrest, misdemeanor arrest, private person's arrest, reporting, restraining/protective orders, tenancy, victim assistance, seizure of firearms, and officer safety. The training curriculum consists of the following topics and hours of instruction for each topic: overview of domestic violence, 1.5 hours; legislative intent/POST guidelines, 1.0 hour; enforcement of laws, 1.5 hours; court orders, 1.0 hour; tenancy, 0.5 hours; documenting domestic violence incidents, 0.5 hours; victim assistance and referral, 0.5 hours; and practical application/student evaluation, 1.5 hours. A total of 8 hours is required for instruction. A 21- item bibliography and the texts of relevant California law.

The purpose of this manual is to introduce police instructional personnel to the legal, administrative, and safety issues associated with this very critical area of police training. Its purpose is not to create a cookbook approach to tactical training or even develop a better instructional cadre but rather to present the guidelines to mitigate litigation both at the individual and organizational levels through a proactive approach to the occasional criticism directed toward police tactical training. Major topics include: the SWAT instructor, establishing learning goals and objectives and writing lesson plans, engaging the student, presenting the material, training aids and facilities, the need for continuous training and evaluation, documentation, adhering to standards of the profession, and special considerations of training in defense tactics. Book excerpt: This study examined the perceptions of officers with colleagues who perpetuate acts of domestic violence. This was a qualitative research design from a phenomenological perspective. The data was gathered by the use of face - to- face interviews using open-ended questions. The data was analyzed by the use of bracketing, horizontalization, clusters of meanings, textural and structural descriptions, and the invariant structure of the phenomena described by the study participants. Upon completion of the 30 interviews, the audio tapes were all transcribed, and loaded in to Atlas Ti for the purpose of coding the data for the major themes. A constant comparison method was used to analyze the data to help identify the similarities and differences between the study participants' perceptions with the phenomena. The five qualititative questions each depict a different area of experience with the phenomenon, to create a holistic picture of the perceptions of the thirty participants. The findings suggest that for some officers, the inability to separate their police role from their civilian role may be a factor in the perpetration of domestic violence by law enforcement officers. The findings also suggest that social worker may be able to play an important role in the remediation of the problem of domestic violence those within and without police social work settings.
