Book excerpt: Acquisition Reform changed government involvement in system acquisition with transition to best commercial practices. Shortened acquisition timelines, reduced budgets and increased contractor test responsibilities intensified several issues. These issues are test planning and execution capabilities, joint contractor and government test efficiency, and both government and industry test experience levels. Today's DT & E methods are insufficient to successfully overcome increased system complexity, decreased test budgets, and reduced manpower challenges of the future. To meet these challenges, this project presents six test recommendations which enhance DT & E contributions to the acquisition process. The six recommendations are: (1) Develop a single commercial industry standard governing military aviation testing. (2) Emphasize greater simulation configuration control and technological simulation advances, with software test and avionics integration simulation the highest priorities. (3) Refine the Integrated Test Team Concept to combine contractor, development, and operational test requirements in addition to innovative test program teaming. (4) Streamline development and operational test data requirements and allow contractor and development test personnel to supplement operational test teams. (5) Automate test planning and execution functions to reduce manpower investments. (6) Modify the Federal Aviation Administration Designated Engineering Representative concept to increase contractor test autonomy.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Federal Aviation Administration's (FAA): (1) progress in incorporating federal acquisition principles into its acquisition process; and (2) budgeting procedures for major acquisitions. GAO found that: (1) since 1990, FAA has undertaken such acquisition reforms as appointing an executive director for acquisitions and revising its acquisition order to increase compliance with federal guidance; (2) such reforms were instrumental in FAA postponement of two premature production contract awards; (3) even though the new orders should help FAA improve its acquisition process, the orders do not indicate the extent to which certain acquisitions will be exempt from federal acquisition processes; (4) although the new orders require every new major acquisition to have a mission needs statement that identifies project purposes and how the project meets FAA needs, the FAA fiscal year (FY) 1992 budget request includes $116.7 million for 10 new projects that do not include such statements; (5) FAA failed to consistently follow federal acquisition regulations or its own criteria for budgeting acquisition activities; (6) FAA does not effectively link its budgeting with its acquisition process for major systems; (7) although FAA acknowledged in its FY 1992 budget request that it was requesting facilities and equipment (F&E) funding for development activities, it did not state the full extent to which it would use F&E funds for such activities, define development work, or identify the projects' acquisition phases; and (8) FAA was reluctant to budget development activities in its research, engineering and development (RE&D) account, because of reductions to that account over the years.

Book excerpt: In accordance with section 8305 of the Federal Acquisition Streamlining Act of 1994 (FASA, P.L. 103-355), the General Accounting Office (GAO) reviewed the government's use of market research. Market research is the process used to collect and analyze data about capabilities in the market that could satisfy an agency's procurement needs. Specifically, GAO was required to (1) review existing federal government market research efforts regarding commercial items and nondevelopmental items (NDI) and (2) review the feasibility of creating a government-wide database for storing, retrieving, and analyzing market data. For purposes of GAO's review, the term 'existing market research efforts' includes (1) efforts/practices used for selected contracts awarded during our review and for associated acquisition requirements, which often occurred a year or more earlier and (2) efforts/practices used to implement FASA requirements. As such, the term includes market research done both prior to and after the regulations implementing FASA'S market research requirements became mandatory for use, December 1,1995 (referred to as pre-FASA and post-FASA practices, respectively). To determine market research efforts, GAO reviewed 21 contracts that were awarded by some of the major federal buying agencies identified in the Federal Procurement Data System. These contracts are not intended to represent a scientific sample. For each contract, GAO also reviewed available market research information on the acquisition requirements. GAO also obtained from government procurement officials and industry procurement officials their views on the feasibility of creating a government-wide database for storing, retrieving, and analyzing market data.

GAO found that: (1) the FAA organizational culture has been an underlying cause of FAA acquisition problems; (2) employees' attitudes do not reflect FAA focus on accountability, coordination, or adaptability; (3) FAA acquisition officials make little or no mission needs analyses, set unrealistic cost and schedule estimates, and begin production before systems development and testing is completed; (4) FAA fails to enforce accountability for defining systems requirements or for contract oversight; (5) the hierarchical FAA structure fosters a controlling environment, diminishes employee empowerment, and impedes information sharing; (6) FAA operations and development divisions have separate and distinct lines of authority and communications, which impedes coordination; (7) FAA officials are resistant to making needed changes in their acquisition process because FAA culture rewards conservatism and conformity and discourages innovation; (8) recognizing its need to improve the acquisition process through cultural change, FAA implemented a reform effort based on cross-functional, integrated product teams, and introduced a new acquisition management system; (9) FAA believes the product teams will improve accountability and coordination and infuse a more mission-oriented focus into the acquisition process; and (10) FAA has approved only one product team plan because it is still having difficulty in gaining the strong commitment of all employees who have a stake in the acquisition process and in forging partnerships across organizational divisions.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Federal Aviation Administration's (FAA) National Airspace System (NAS) Plan to upgrade and modernize facilities and equipment to more effectively meet the projected increase in air traffic. GAO found that: (1) the major systems necessary to implement the plan were subject to Office of Management and Budget (OMB) Circular A-109 review, but FAA did not submit any of the systems for approval; (2) FAA advanced 5 of the 11 systems directly to the final production phase, while it waited for a production decision on the other systems; and (3) all 11 systems experienced cost increases or schedule delays because they did not meet the criteria to advance to the next acquisition phase. However, GAO also found that FAA took significant measures to correct deficiencies and incorporate the circular's principles and requirements into its acquisition process.

GAO found that: (1) an independent review by information consultants recommended restructuring the CORN solicitation and improving FAA information management; (2) the new FAA CORN solicitation resolved key technical and procurement-related concerns raised by GAO, an independent review, and the General Services Administration (GSA), and was ready to proceed through the acquisition stage; (3) at the time of the review, FAA had identified actions to improve its overall information resources management, but had not yet decided on a course of action; (4) GSA concluded that major CORN issues had been resolved; (5) the revised specifications would encourage competition by substantially reducing vendors' risks and removing an unnecessarily restrictive system specification; (6) FAA expected the revised specifications to result in technical benefits and cost savings; and (7) one vendor asked FAA for reimbursement of costs it incurred in preparing a proposal in response to the original solicitation, but at the time of the review, FAA had not responded to the protest and claim.

Book excerpt: Pursuant to a congressional request, GAO provided observations on the Federal Aviation Administration's (FAA) acquisition of computer systems, focusing on: (1) technical risks of the new host computer system and their potential impact on program performance and milestones; (2) the desirability of full-scale acquisition of the Mode S system; and (3) the adequacy of the overall design and acquisition strategy for the Advanced Automation System (AAS). FAA is developing and acquiring a new host computer system to accommodate several long-term functional improvements in its air traffic control (ATC) systems. The project involves transferring existing software to modern computers, which is known as re-hosting software to a host computer. GAO believes that FAA: (1) may have underestimated the technical complexity of re-hosting software; and (2) is not planning to adequately test and evaluate software changes to ensure software reliability. The Mode S system is a secondary surveillance radar and computer-to-cockpit data link that may not become available until the early 1990's. GAO noted: (1) that several promising alternatives may become available before Mode S, and that such alternatives may offer better coverage, accuracy, and capacity than Mode S, at a lower cost to FAA; and (2) concerns that the extent to which Mode S will improve current ATC systems will not justify the investment in Mode S. AAS is intended to provide FAA with the computer capability to handle the expected increase in air traffic in the future. GAO believes that FAA may be proceeding with AAS system design efforts without fully defining the functional requirements for the system and noted certain inadequacies in the solicitation for potential system design contractors that was issued by FAA.
