Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

Book excerpt: Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

Book excerpt: Modern societies are affected by various threats and hazards, including natural disasters, cyber-attacks, extreme weather events and inter-state conflicts. Managing these challenging situations requires immediate actions, suspension of ordinary procedures, decision making under uncertainty and coordinated action. In other words, challenging situations put high demands on the command and control (C2) capability. To strengthen the capability of C2, it is vital to identify the prerequisites for effective coordination and direction within the domain of interest. This thesis explores C2 capability and effectiveness in three domains: interorganizational crisis management, military command and control, and cyber defence operations. The thesis aims to answer three research questions: (1) What constitutes C2 capability? (2) What constitutes C2 effectiveness? and (3) How can C2 effectiveness be assessed? The work was carried out as two case studies and one systematic literature review. The main contributions of the thesis are the identification of perspectives of C2 capability in challenging situations and an overview of approaches to C2 effectiveness assessment. Based on the results of the three studies, six recurring perspectives of capability in the domains studied were identified: interaction (collaboration), direction and coordination, relationships, situation awareness, resilience and preparedness. In the domains there are differences concerning which perspectives that are most emphasized in order obtain C2 capability. C2 effectiveness is defined as the extent to which a C2 system is successful in achieving its intended result. The thesis discusses the interconnectedness of performance and effectiveness measures, and concludes that there is not a united view on the difference between measures of effectiveness and measures of performance. Different approaches to effectiveness assessment were identified, where assessment may be conducted based on one specific issue, in relation to a defined goal for a C2 function or using a more exploratory approach.

Such a system can improve access to health services and increase survival rates in emergency situations spanning both geographical and time zones. This book presents a review of this NATO-funded MnTS, and follows the thematic approach to its development. The book is divided into 14 chapters; Chapter 1 includes a historical review of telemedicine and disasters and Chapter 2 provides a historical perspective of NATO's efforts in the field of telemedicine, while Chapters 3 – 12 summarize the development of the MnTS. Critical components of the MnTS are addressed, such as overall organizational structure, the integration of information technology, legal and regulatory considerations, and outreach and public awareness. The evaluation of the MnTS in a field exercise is described, and the book closes with a final summary of the MnTS. The book addresses the challenges faced in deploying telemedicine following a disaster, such as IT, language, culture and legal issues, and provides a template for making telemedicine part of international disaster response.

Book excerpt: In common with many other regions, the Western Balkans have been faced with numerous emergency situations in recent years including major fires, massive flooding and heavy snow. These emergencies were frequently beyond the response capacity of the individual countries affected and revealed an obvious need for a joint response to civil emergencies and catastrophes. This book presents papers from the NATO Advanced Research Workshop (ARW) on ‘Sustained Emergency Relief – Regionally Developed Capacities’. This workshop took place in Struga, Republic of Macedonia, in June and July 2012. The workshop was attended by 44 representatives from 10 countries and from the NATO Operations Division and HQ KFOR, who presented national views and individual research in the field of sustainable development of regional capacities for emergency relief. The book is divided into two sections: Capabilities for Emergency Relief - National Challenges and Perspectives, and Development of Regional Capacities for Emergency Relief in the Spirit of the Smart Defence Initiative. This book summarizes the analysis of the current regional situation and gives recommendations for policy integration and capacity development across the Balkan countries and territories, but it will be of interest to all those whose work involves the planning of responses to emergency situations.
