Book excerpt: This book proposes what, to many professionals in the child welfare field, will appear a radically different explanation for our society's decisions to protect children from harm and for the significant drop in substantiated child abuse numbers. At the center of this conceptual and analytic approach is the contention that social outrage emanating from horrific and often sensationalized cases of child maltreatment plays a major role in CPS decision making and in child outcomes. The ebb and flow of outrage, we believe, invokes three levels of response that are consistent with patterns of the number of child maltreatment reports made to public child welfare agencies, the number of cases screened-in by these CPS agencies, the proportions of alleged cases substantiated as instances of real child abuse or neglect, and the numbers of children placed outside their homes. At the community level, outrage produces amplified surveillance and a posture of "zero-tolerance" while child protection workers, in turn, carry out their duties under a fog of "infinite jeopardy." With outrage as a driving force, child protective services organizations are forced into changes that are disjointed and highly episodic; changes which follow a course identified in the natural sciences as abrupt equilibrium changes. Through such manifestations as child safety legislation, institutional reform litigation of state child protective services agencies, massive retooling of the CPS workforce, the rise of community surveillance groups and moral entrepreneurs, and the exploitation of fatality statistics by media and politicians we find evidence of outrage at work and its power to change social attitudes, worker decisions and organizational culture. In this book, Jungian psychology intersects with the punctuated equilibrium theory to provide a compelling explanation for the decisions made by public CPS agencies to protect children.

In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains-including those in child welfare, economic support, criminal justice, education, and health care systems-and assesses the needs of a variety of subpopulations. Book excerpt: An examination of the CPS decision-making process is of great importance to child welfare practice because of the need to better understand factors affecting the recommendations for service made by CPS workers. This study explored the CPS worker's recommendations for services in child abuse and neglect situations (dependent variable) and its relationship to factors believed to influence these decisions---the personal characteristics of CPS workers; their degree of adherence to agency's policies and procedures and common practices, and workers' perceptions of clients' willingness to voluntarily cooperate with service (independent variables). Additional analyses focused on the level of certainty about the CPS situations and compared caseworkers and supervisors. The study sought to answer four questions about factors believed to influence CPS services decisions and to test ten hypotheses (seven were related to workers' individual characteristics, two were related to agency factors, and one related to clients' factors) that were formulated as a result of an extensive literature review in child protective services and on the researcher's observations of CPS fieldwork. Of the seven workers' characteristics examined only age and ethnicity were found to relate to the levels of service recommendations. Of interest is the fact that older workers in contrast what had been anticipated, chose more severe actions for the simulated CPS situations in the study. The findings also showed that African American and Hispanic workers differ from White workers in the severity of service recommendations. African Americans and Hispanics showed a similar disposition to select the more severe types of service. Both of the hypotheses related to agency's factors, policies and procedures and common practice, presented in the null form were confirmed. This investigation surveyed a sample of 150 New York City child protective services caseworkers and supervisors to obtain opinions and judgments about cases and situations typical of the work they do, a perspective rarely discussed in the literature.

Book excerpt: This quantitative dissertation examines risk assessment and recidivism of child maltreatment to determine the relationship between child protective services provided by the Kentucky Department of Protection and Permanency and risk of harm. A chart review of existing data on 3,235 closed Kentucky child protective services cases provides information about the quality of service provided to families, the reduction of risk of maltreatment assessed in the family, and the rate of recidivism following case closure. This dissertation examines the usefulness of the Continuous Quality Assessment tool (CQA) and its effectiveness in assessing risk. The CQA is an assessment tool that is designed to guide child protective workers in making case decisions throughout the life of the case. This dissertation on risk assessment and recurrence of maltreatment adds to the measurable outcomes of effectiveness for child protection services and enhances a public child welfare agency's ability to improve service delivery to families. A modified one-group pretest posttest design was utilized to assess the dependent variables, risk of maltreatment and recurrence of maltreatment, before and after casework services were provided. Changes in risk of maltreatment were measured by the cumulative rating on the assessment tool, as well as by scores in the specific risk domains: maltreatment, sequence of events (how well the family is managing their high-risk situations), family development stages, family choice of discipline, adult patterns of behavior, child/youth development, and family support. The second dependent variable, recurrence of maltreatment, was measured by the number of reports of maltreatment investigated in the year following case closure. Findings highlight the success of solution-based casework in creating change. Variables found to be significantly related to reduction in risk include (a) the length of time a case was open for the current treatment episode, (b) region of service, (c) supervisor gender, (d) CQA individual risk domains, and (e) expertise of worker. Variables found to be significantly related to recurrence of maltreatment include (a) CQA safety rating and individual risk domains, (b) worker's level of skill, (c) type of abuse, (d) number of substantiated referrals in case at closure, (e) a prior episode of treatment, and (f) geographic region of service.
