Inspired by historical institutionalism, Nationalism, Secessionism, and Autonomy argues that such variation is explained by the extent to which autonomy evolves in time. If autonomy adjusts to the changing identity, interests, and circumstances of an internal national community, nationalism is much less likely to be strongly secessionist than if autonomy is a final, unchangeable settlement. Developing a controlled comparison of, on the one hand, Catalonia and Scotland, where autonomy has been mostly static during key periods of time, and, on the other hand, Flanders and South Tyrol, where it has been dynamic, and also considering the Basque Country, Québec, and Puerto Rico as additional cases, this book puts forward an elegant theory of secessionism in liberal-democracies: dynamic autonomy staves off secessionism while static autonomy stimulates it.

But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. Can we imagine ‘transformative minority politics’ – that is, a form of minority politics that strengthens democratic reform in the region, and that helps deepen a culture of human rights and democratic citizenship? This volume explores whether this is indeed a realistic prospect in the Middle East and North Africa, examining cases that include the Amazigh in North Africa, the Copts in Egypt, the Kurds in Iraq, the Palestinians in Israel, the ‘minoritarian’ regimes in Syria and Bahrain, and various ethnic minorities in Iran.
