Book excerpt: In her 2022 State of the Union address, President of the European Commission Ursula von der Leyen proclaimed 2023 the European Year of Skills. This thematic year is set to give a fresh impetus to fostering skills that match people's aspirations but also match with the changing needs of the labour market in the EU by promoting professional training, reskilling, and upskilling. This results pack showcases the work of 13 research projects funded under Horizon 2020 working within the context of the European Year of Skills. The aim of the pack is to contribute to an evidence-based debate on the challenges associated with skills development, such as ensuring that skills are relevant to societal needs, matching the aspirations and skill sets of job seekers to opportunities in the labour market, assessing the impact of new technologies and increasing the attractiveness of the EU market to workers from abroad. The thematic collection provides succinct summaries of the main insights from the projects and is aimed at a varied audience of academics, policy makers, civil society organisations, and interested citizens. Project results so far attest to the importance of investing in the workforce as a vehicle for reinforcing Europe's position in the world. The aim is to deliver on the Commission's priorities, in particular the European Green Deal and A Europe Fit for the Digital Age, ensure alignment with principles outlined under the European Pillar of Social Rights, and create an economy that works for the benefit of all citizens.

In early 2022, when the EU was only just recovering from the pandemic, war broke out in Europe. Economic disruption and unprecedented migration followed. Moving towards energy independence, looming gas shortages and financial hardship caused by soaring prices were central policy concerns, at a time when the climate emergency became increasingly visible and intense. In a context of crisis and accelerating megatrends, Cedefop continued to focus attention on the vocational education and training (VET), skills and employment dimensions of the twin transition. Its work helped assess the implications of current challenges for VET systems and qualifications and stimulated reflection on how policies contribute to making people fit for the future. In the run-up to the European Year of Skills and throughout, Cedefop activities have contributed, and will continue to contribute transversally, to making learning via up- and reskilling the new normal. Skills are central to tackling our challenges and shaping successful transitions. At the same time, the 'right' skills are short in supply. Designating 2023 the European Year of Skills will focus EU institutions' efforts on building skills, closing gaps, and alleviating mismatches. It will also shine a spotlight on the European Agency dealing with skills: Cedefop.

This year, an ambitious agenda is being pursued to find lasting solutions, which aim to address this pressing crisis. A key approach of the comprehensive program of the European Commission is to integrate persons with a migratory background into European society. New concepts and campaigns including enhanced learning opportunities, attractive offers around improved mobility and support, and simplified recognition of foreign qualifications are a promised way to facilitate the integration of people from third countries with urgently needed competencies and skills. However, a strategic communicative process is needed to ensure that persons with a migratory background are genuinely understood as well as see themselves as part of European society. Therefore, this research paper picks out the uncovering of motives for migrating to the European Union and needs of persons with a migratory background as a central theme in order to address this certain group effectively. Since the youth play a central role in the shortage of skilled workers and in securing collective prosperity, only young people in the age of 15 to 25 were interviewed for that reason. At the end of the paper, recommendations for communication concepts will be identified that help to create synergies and close the gap between persons with a migratory background and the skills shortage crisis.
