In the face of general decline in public trust in the institutions of government, it facilitated and encouraged new channels of access and consultation opportunities as a means to legitimize its position within the European political system. Karen Heard-Lauréote’s comparative analysis of four European Commission advisory forums innovatively investigates the existence of a conflict between the capacities of such forums to deliver standards of good governance. The author questions whether these venues can provide efficiency gains via the production of sufficient policy output without delays or deadlocks at reasonable cost and sustain adequate democratic credentials such as legitimacy. This study makes a significant contribution to its field by pursuing contemporary legitimacy debates asking whether under certain conditions or in certain policy-making contexts, legitimacy and efficiency may be reconciled or become at least partially compatible in European Commission committees. Much has been written about this double "democratic deficit," but surprisingly little thought has been given to what to do about it--short of drafting and ratifying a new federal constitution. In this provocative book, Philippe C. Schmitter explores both the possibility and the desirability of democratizing the EU. He argues that as a "non-state" and a "non nation" it will have to invent new forms of citizenship, representation, and decisionmaking if it is ever to democratize itself. The author also contends that the timing and political context work against a full-scale constitutionalization of the process. He proposes a number of modest (and some less modest) reforms that could improve the situation in the near future and eventually lead to a genuine Euro-democracy.

With unprecedented force, Europeans have begun to question the need for deeper integration. Some fear threats to established national identities, while others perceive the emergence of a distant but powerful Brussels, beyond the reach of democratic control. Legitimacy and the European Union breaks with established approaches to the problem of the legitimacy of the European Union by focusing on the recent trend towards reconceptualization of the EU not as a superstate or an organization of states, but as a multi-level, contested polity without precedent. The book examines the implications of this reconceptualization for the problem of legitimacy. Individual chapters focus on policy areas, institutions and identity politics. Taken together, they reach two main conclusions. While Europeans do not strongly identify with the EU, they increasingly recognize it as a framework for politics alongside existing national and subnational structures. And while the EU lacks central democratic institutions, the integration process has spawned significant informal and pluralist forms of representation. Rethinking recognition and representation ouside the context of the nation state points to important, if little understood, actual and potential sources of EU legitimacy.
