The culmination of supranational rights, European citizenship not only provides individuals with choices about where to live and work but also forces governments to respect those choices. Explaining this innovation—why states cede their sovereignty and eradicate or redefine the boundaries of the political community by including "foreigners"—Willem Maas analyzes the development of European citizenship within the larger context of the evolution of rights. Imagining more than simply a free trade market, the goal of building a "broader and deeper community among peoples" with a "destiny henceforward shared"—creating European citizens—has informed European integration since its origins. It seeks to demonstrate that there was no real legal need for the involvement of the European Union in the area of child abduction and for the tightening of the 1980 Hague Abduction Convention return mechanism. The second part of the book presents findings of a statistical survey into the operation of child abduction provisions of the Brussels II bis Regulation in the first year of the functioning of the instrument and reveals how effectively the intra-EU return mechanism operated in that year. Based on the findings of the statistical survey, the book identifies and discusses a number of points of concern in respect of the functioning of the new child abduction scheme. Finally, the book investigates whether the Brussels II bis Regulation has added any value in the area of child abduction. Regime complexes can be found wherever state interests clash. Thus, even in one of the most constitutionalized of institutional environments, the European Union (EU), regime complexity features prominently – especially in European defence cooperation, where states have created competing institutions overlapping in their mandates to organize armaments cooperation or defence planning. The tense relationship between the institutions of the EU’s Common Security and Defence Policy (CSDP) and those of NATO is well-known. Yet inter-institutional conflict is not limited to this dichotomy. It extends to institutions beyond these two frameworks, such as those of the former Western European Union and regional defence cooperation frameworks such as the Nordic Defence Cooperation (NORDEFCO), or OCCAR – a minilateral armaments agency. All these institutions have partially overlapping membership structures and mandates and therefore rival authority claims in the field of European defence. This book uncovers the hidden regularities of the ongoing battle for institutional authority among EU member states.

The development of TENs is about establishing a series of infrastructure networks that complement the broad changes in the European economy facilitated by the development of the Single European Market. The book examines the development of TENs in the three key sectors: transport, energy and telecommunications, noting key themes and issues that need to be faced in their attainment. Attention is also paid to common problems in their realisation most notably the financing problems. The EU's strategy to develop these networks is essentially market-led yet, as the financing issues indicate, a consensus between the states in allowing commercial investment in infrastructure is proving elusive.

This is the first major inquiry into the European scrutiny system in the House of Commons for eight years. There is more that the Committee could do to look at the impact of new proposals. There should be a new requirement to appoint 'Reporters' to take the lead within Committees on EU issues, as well as a more coordinated approach to the Commission Work Programme. Whilst the system need not be scrapped as some have said, it must be enhanced. Many problems arise from the fact that new Members are appointed for each document. The Committee argues forcefully for a return to the permanent membership system, new powers and a change of name to reflect the Committees' core purpose: EU Document Debate Committees. The Committee also examined how EU business is taken on the floor of the House, and the procedures which apply to it. They set out a series of recommendations about the way debates are scheduled and conducted and put the case for a new session of 'EU Questions'. They also review working practices and the visibility of the House's scrutiny of the EU in the media. It concluded that now is the time to propose the introduction of a form of national veto over EU legislative proposals, and then to explore the mechanics of disapplication of parts of existing EU obligations, notwithstanding the European Communities Act 1972
