The latter extends the overlapping generations simulation model of Auerbach and Kotlikoff in three ways. A well-developed external sector is included. Households face constraints in their borrowing. The population comprises “rich” and “poor” households with different labor productivities. The harmonization policy that involves cuts in VAT and savings taxes leads to welfare losses for both rich and poor approximately equivalent to one percent of GDP.

Book excerpt: THE EUROPEAN SINGLE MARKET This volume comprises a collection of papers, some of which were presented at different workshops organized by the European Economics and Financial Centre (London), in conjunction with various European central banks. In addition the book contains, in Chapter 2, the text of a memorial lecture on Trade and Financial Relationships of the US and Europe given by this author in New York. The lecture, known as the Henry George Lecture, was given at St John's University in New York in April 1993. The workshops were part of a series of workshops, the first of which was hosted by the Central Bank of Finland. At these workshops usually some 20 central banks from Europe, the Federal Reserve Board and various other central banks were present. Furthermore the workshops contain papers from international organizations such as the OECD, European Commission, Bank for International Settlement, government ministries, commercial banks, re search institutes and academics from Europe and elsewhere. The two workshops from which some of these papers were drawn were those held at the Central Bank of the Netherlands and the Central Bank of Austria. The workshop held at the Central Bank of the Netherlands (De Nederlandsche Bank), was on Policy Coordination, and took place during 2-4 November, 1992. The one held at the Central Bank of Austria (6stereichische Bank), was on Policy Formulation in Interdependent Market, and took place during 24-26 March 1993.

Book excerpt: The present work is the first volume in a series devoted to an evolving Europe; it is the expression of a political will, expressed by Strasbourg's Robert Schuman University (and implemented by one of its components, the center for research (CESAG) of the IECS - Strasbourg), whose aim is to observe and analyze European realities, not based on idealized models of operation or on abstract patterns, but rather on observations made in the field, close to the action and to the life of the European citizen, as well as to that of the corporate world. In this light the IECS has decided to invite each year twelve personalities with differing competencies, cultures and nationalities. Strasbourg is one of the capitals of a multiform and multipolar de facto Europe; it is also at the center of leading scientific networks. In this light, the present publication is especially interesting and original: it is the reflection, not of the ideas of a few specialists integrated into the system of the European Community, but of observers and researchers in close contact with everyday reality, a reality marked, doubtless, by severe constraints, but at the same time suggesting an escape towards a stimulating vision of the future. Aspirations and realities are in perpetual conflict; it is important that the former not be crushed by the latter. The testimonies presented herewith are, first of all, the reflection of the diversity to be managed differently depending on country, sector of activity and managerial function.
