Book excerpt: The short-term outlook for the EU economy remains fragile, but a gradual return to GDP growth is projected for 2013, with further strengthening in 2014. On an annual basis, GDP is set to contract by 0.3% in the EU and 0.4% in the Euro area in 2012. GDP growth for 2013 is projected at 0.4% in the EU and 0.1% in the Euro area. Unemployment in the EU is expected to remain very high. The large internal and external imbalances that built up in the pre-crisis years are being reduced, but this process continues to weigh on domestic demand in some countries, and economic activity diverges significantly across Member States. At the same time, competitiveness lost in the first decade of EMU in some Member States is being gradually restored, so that export growth is projected to increase progressively as global trade starts reaccelerating. Further progress in consolidating public finances is underpinning this rebalancing process.

Book excerpt: Over the past winter, the EU economy performed better than expected. As the disruptions caused by the war in Ukraine and the energy crisis clouded the outlook for the EU economy, and monetary authorities around the world embarked on a forceful tightening of monetary conditions, a winter recession in the EU appeared inevitable last year. The Autumn 2022 Forecast had projected the EU economy to contract in the last quarter of 2022 and the first quarter of 2023. Instead, latest data point to a smaller-than-projected contraction in the final quarter of last year and positive growth in the first quarter of this year. The better starting position lifts the growth outlook for the EU economy for 2023 and marginally for 2024. Compared to the Winter 2023 interim Forecast, EU GDP growth is revised up to 1.0% in 2023 (from 0.8%) and 1.7% in 2024 (from 1.6%), virtually closing the gap with potential output by the end of the forecast horizon (see Special Issue I.4.1). Upward revisions for the euro area are of a similar magnitude, with GDP growth now expected at 1.1% and 1.6% in 2023 and 2024 respectively. Inflation also surprised again to the upside, and it is now expected at 5.8% in 2023 and 2.8% in 2024 in the euro area, respectively 0.2% and 0.3% higher than in winter.

The pandemic situation was improving, while most of the headwinds posed by logistic and supply bottlenecks and pressures on the price of energy and other commodities were expected to fade in the course of this year. Economic activity would continue to be supported by an improving labour market, large accumulated savings, favourable financing conditions and the deployment of the Recovery and Resilience Facility (RRF). The war has changed the picture, by bringing renewed disruptions in global supply, fuelling further commodity price pressures and heightening uncertainty. The EU is first in line among advanced economies to take a hit, due to its geographical proximity to Russia and Ukraine, heavy reliance on imported fossil fuels, especially from Russia, and high integration in global value chains. Large inflows of people fleeing the war – as many as 5 million in the first 10 weeks since the start of the war – pose a further organisational and coordination challenge for the EU.

While leading indicators point to GDP growth gaining momentum in the near term, the conditions for a sustained recovery in the medium term are also improving. In view of the crisis legacy, growth is still set to remain moderate, but a gradual easing of the drag related to deleveraging, financial fragmentation, adjustment of external imbalances and uncertainty is noticeable. The improved economic outlook encompasses the vulnerable euro-area Member States, where the impact of the crisis and adjustment needs had been the strongest. However, challenges and vulnerabilities remain and require continued monitoring and policy action. Moreover, support from the external side may turn out to be weaker than earlier anticipated. While growth in advanced economies is generally firming, emerging market economies register a moderate deceleration, and world trade has hit a soft patch amid a continued appreciation of the euro exchange rate. New geopolitical risks have emerged on the back of tensions with Russia.

Book excerpt: A cyclical upswing is underway favoured by several temporary tailwinds whose strength underpins an upward revision to the growth forecast this year while structural and crisis-related weaknesses still affect the medium-term outlook. Global growth is set to accelerate only moderately supporting some acceleration of EU Member States export markets while the ECB's QE has eased financial conditions. Tailwinds will push activity in EU Member States to a different degree but will broadly support domestic demand while the lower euro is an opportunity for exporters to restore their profit margins and will also help normalise inflation. The fiscal outlook is improving and the aggregated stance will be broadly neutral while progress in the labour market is gradually broadening. Uncertainty is high but risks are broadly balanced.
