Book excerpt: An in-depth understanding of the supply and demand sides of the European defense market and the regulatory framework that governs it is critical for evaluating broader European defense policies and capabilities. This annotated briefing assesses defense budgets in 2001-2008 for 37 European countries (the demand side), developments in the regulatory framework governing European defense trade, and the financial health of the European defense and security industrial base (the supply side). It then integrates the analysis from these three elements to generate a new way of looking at the European defense market. This briefing continues the CSIS research on European defense spending originally published in 2008. The full report on which this briefing is based will be published in summer 2010.

Book The Transformation of the European Defense Industry

Download or read book The Transformation of the European Defense Industry written by James Steinberg and published by Rand Corporation. This book was released on 1992-01-01 with total page 123 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past five years, the European defense industry has undergone a dramatic restructuring. Economic forces and government policies have led to substantial industrial consolidation and the development of extensive transnational ties. Although there have been a number of efforts to promote transatlantic collaboration, most of the consolidation has taken place within and among European defense firms. Despite some efforts by national governments and such organizations as the Independent European Program Group and NATO to promote competition, there is a distinct trend toward national and transnational monopolies. Shrinking defense budgets have accentuated concerns about preserving defense industrial base, increasing the pressure for protectionism. Achieving the economic and political benefits of transatlantic collaboration and a competitive market will require more sustained U.S. and European government efforts to promote open access, eliminate trade barriers, and encourage industry-initiated transatlantic teaming.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores European security and defense R&D policy, unveiling the strategic, industrial, institutional and ideational sources of the European Commission’s military research initiative. Starting from a well-defined empirical epicentre—the rise of non-civilian R&D priorities in the European Union—this book covers interrelated themes and topics such as approaches to arms production and R&D collaboration relationships between European R&D-related institutions technology and research foundations of European security policy past and present European armament collaborations transatlantic R&D collaboration the militarization of border security. Divided into 5 sections, the enclosed chapters explore the EU technology and innovation policy in regards to security, industrial competitiveness and military capabilities. The terrorist attacks in the US on September 11, 2001 provided a window of opportunity for the introduction of security as a distinct European R&D priority. In fact, since 2002, the Preparatory Action for Security Research (PASR) has funded 45 million euros to 39 research consortia to conduct security R&D. While the idea of pooling defense research efforts and programmes in Europe is not new, the establishment of institutions like the European Defense Agency (EDA) are a major step into institutionalizing European agencies involvement in supporting defense technology research. It is against this backdrop of policy developments that this book is positioned, in addition to addressing some of the political, economic, industrial and philosophical questions that arise. Featuring contributions from a variety of academic fields and industries, this book will be of interest to scholars, researchers, students and policy makers in the fields of security policy, international relations, innovation, European studies and military studies.

Book Will the EU become a military power Current structure and trends in security and defence

Download or read book Will the EU become a military power Current structure and trends in security and defence written by Marius Rauschenbach and published by GRIN Verlag. This book was released on 2019-09-04 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2018 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, grade: 1,0, University of Leipzig, language: English, abstract: The European Union is the institutionalized result of an ongoing process of cooperation between European nation states that started as consequence of the Second World War. It is a unique kind of supranational cooperation, a ‘sui generis’ in international politics, and evolved in incremental steps, which are unforeseeable and therefore hard to theorise. This essay aims to answer the question if the EU will become a military power. In order to forecast a possible future scenario, we must take into account historical events and decisions that shaped the current structure of the EU, especially in regards to security and defence. We must also consider wider developments and trends, and identify what has prevented the EU evolving into a military power so far. Afterwards, the essay will outline recent events and decisions in security and defence field. Based on these facts, the assessment about the EU as military power can be made.

Book Trends in European Defense Spending 2001 2006

Download or read book Trends in European Defense Spending 2001 2006 written by Wan-Jung Chao and published by CSIS. This book was released on 2008 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2001, Europe finds itself increasingly involved in international military operations. NATO responded to the attacks of 9/11 by invoking, for the first time in its history, Article 5 of the Washington Treaty "the alliance's collective defense clause" and European military assets were deployed to the United States, the Mediterranean Sea, and Afghanistan. Deployable rapid response forces were created by NATO (the NATO Response Force) and by the European Union (the Battle Groups). The EU Security Strategy, formulated in 2003, lists combating terrorism, countering the spread of weapons of mass destruction, dealing with failed and failing states, and responding to regional emergencies as scenarios that may require military intervention. National governments also increased their commitments to international security and stabilization efforts. They have deployed military forces to operations in the Democratic Republic of Congo, East Timor, Darfur, and Chad, as well as contributed troops to UN peacekeeping operations worldwide. And at home and overseas, European militaries are stepping up efforts to prepare for and respond to natural disasters and humanitarian crises. In light of this upsurge in military preparations and deployments, it is important to track trends in European defense spending. Doing so can help answer many critical questions; for example, have defense budgets in Europe grown or declined, and by how much? How have European defense budgets fared given changes in national economies? How much are European governments spending on defense procurement and research and development (R & D)? Ultimately, if government spending is an indicator of the priority given to policy areas, understanding trends in defense spending can shed light on whether Europe is indeed serious about improving its military capabilities. This report seeks to provide the data and analysis needed to answer these questions. It presents the defense spending trends of all European countries, including the 25 EU member states, as well as Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Norway, Serbia and Montenegro, Romania, Switzerland, and Turkey. The data were gathered from various sources in an attempt to present broad European trends, as well as in-depth analyses of specific countries

Book European Security in the 1990s

Download or read book European Security in the 1990s written by W. Laqueur and published by Springer Science & Business Media. This book was released on 2013-11-11 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rarely if ever have the political, economic, and military foundations of the Western Alliance been in such a state of flux. Walter Laqueur and Leon Sloss, therefore, deserve credit not just for the quality of the analysis in this superb book but also for the timeliness of its appearance. As Laqueur says in his chapter "Touring the Western European Defense Hori zon," if the likely development of European defense policies is not particularly reassuring, at least it gives no grounds for despair. The list of problems we face is a daunting one. First there is the spiralling cost of defense expenditures, particularly in the absence of significant NATO or inter-European cooperation. This is particu larly serious in light of the reluctance to increase, or even maintain, current expen ditures in the midst of Mikhail Gorbachev's "peace offensive" and the extraordinary changes in Eastern Europe, both of which have had a dramatic impact on Western public opinion. There is also a problem in the perceived relative economic decline of the United States vis-a-vis Western Europe and Japan, which only exacerbates calls to reduce the number of American troops in Europe. Other dangers to the political cohesion and military credibility of the alliance include demographic trends that threaten current manpower levels, transatlantic acrimony over the burden-sharing issue, and political pressures (particularly in West Germany) toward denucleariza tion and even neutralism.

Book From National Champions to European Heavyweights The Development of European Defense Industrial Capabilities Across Market Segments

Download or read book From National Champions to European Heavyweights The Development of European Defense Industrial Capabilities Across Market Segments written by and published by . This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This documented briefing analyzes the European defense market by focusing on distinct market segments, which comprise major platforms and selected subsystems. This document is divided into four parts: ̂After establishing the broad objectives of RAND research on the European defense market as well as the specific goals and scope of this particular project, the first part of the briefing provides an overview of the European defense industry, its key characteristics, and a broad comparison with the U.S. defense industry. ̂The second part of this briefing presents an analysis by industry segment, concentrating on major platforms and selected subsystems. Each market segment is characterized by some firms that act as market leaders, others that are less dominant but still major market players, and minor or niche players. The structural relationships and linkages among industrial players can be quite complicated, and may differ by segment. Furthermore, each market segment is characterized by varying degrees of concentration and by distinct trends. ̂The third part of this document sets the stage for projecting the structure of the European defense market in the near term. This projection is accomplished through the identification of the key driving forces behind the structure and performance of the European defense market today. ̂The concluding part of this briefing offers suggestions for related follow-on research on the European defense market.

Book excerpt: With the defense industry of Western Europe virtually reduced to four major players (BAE SYSTEMS, THALES, EADS, and Finmeccanica), what will its role be in the global defense industry? In this report, the author provides an overview of the current state of the market; describes the major European players, their activities, and their partnerships; and explores the major driving factors of the market. She then posits alternative scenarios by examining the influence of these driving factors and traces the implications of these scenarios for the progress of transatlantic defense industrial cooperation. She concludes that the industry is in a difficult situation and suggests areas of potential change to improve the industry's future outlook.
