The first - which is the subject of this book - saw the Council's membership grow from 10 to 23, taking in nearly all the democracies in western Europe by the time Finland joined on 5 May 1989. Throughout that period, the Assembly played a unique role in shaping the new Europe and giving it a voice. It was also the ever-watchful guardian of the Council's principles, playing a major part in producing its numerous conventions, and securing the abolition of the death penalty. It never forgot the founders' dream of bringing all the countries of Europe together within the Organisation. The year 1989 was certainly a watershed. After having invited Pope John Paul II, who addressed it in October 1988, the Assembly anticipated the massive political upheavals in the East by creating the "special guest status" and conferring it at once on the parliaments of Hungary, Poland, the Soviet Union and Yugoslavia. The representatives of these countries were in the Chamber on 6 July 1989, when Mikhail Gorbachev expounded his vision of the "common European home", an idea which connected with Winston Churchill's celebrated Zurich speech of 19 September 1946"- publisher's website.

Book excerpt: According to Alexis de Tocqueville’s influential work on the Old Regime and the French Revolution, royal centralisation had so weakened the feudal power of the nobles that their remaining privileges became glaringly intolerable to commoners. This book challenges the theory by showing that when Louis XVI convened assemblies of landowners in the late 1770s and 1780s to discuss policies needed to resolve the budgetary crisis, he faced widespread opposition from lords and office holders. These elites regarded the assemblies as a challenge to their hereditary power over commoners. The king’s government comprised seigneurial jurisdictions and venal offices. Lordships and offices upheld inequality on behalf of the nobility and bred the discontent motivating the people to make the French Revolution.

Particular interest has concerned constitutional design and the relative merits of parliamentary versus presidential systems. In this book, the authors systematically assess the strengths and weaknesses of various forms of presidential systems, drawing on recent developments in the theoretical literature about institutional design and electoral rules. They develop a typology of democratic regimes structured around the separation of powers principle, including two hybrid forms, the premier-presidential and president-parliamentary systems, and they evaluate a number of alternative ways of balancing powers between the branches within these basic frameworks. They also demonstrate that electoral rules are critically important in determining how political authority is exercised.

Book excerpt: Memory has taken centre stage in European-level policies after the Cold War, as the Western historical narrative based on the uniqueness of the Holocaust was being challenged by calls for an equal condemnation of Communism and Nazism. This book retraces the anti-communist mobilisations carried out by Central European representatives in the Parliamentary Assembly of the Council of Europe and in the European Parliament since the early 1990s. Based on archive consultation, interviews and ethnographic observation, it analyses the memory entrepreneurs’ requests for collective remembrance and legal accountability of Communist crimes in European institutions, Pan-European political parties and transnational advocacy networks. The book argues that these newcomers managed to strengthen their positions and impose a totalitarian interpretation of Communism in the European assemblies, which directly shaped the EU’s remembrance policy. However, the rules of the European political game and recurring ideological conflicts with left-wing opponents reduced the legal and judicial implications of this anti-communist grammar at the European level. This text will be of key interest to scholars and graduate students in memory studies, post-Communist politics and European studies, and more broadly in history, political science and sociology.

Book excerpt: According to its members, exiled political leaders from nine east European countries, the ACEN was an umbrella organization—a quasi-East European parliament in exile—composed of formerly prominent statesmen who strove to maintain the case of liberation of Eastern Europe from the Soviet yoke on the agenda of international relations. Founded by the Free Europe Committee, from 1954 to 1971 the ACEN tried to lobby for Eastern European interests on the U.S. political scene, in the United Nations and the Council of Europe. Furthermore, its activities can be traced to Latin America, Asia and the Middle East. However, since it was founded and sponsored by the Free Europe Committee (most commonly recognized as the sponsor of the Radio Free Europe), the ACEN operations were obviously influenced and monitored by the Americans (CIA, Department of State). This book argues that despite the émigré leadership's self-restraint in expressing criticism of the U.S. foreign policy, the ACEN was vulnerable to, and eventually fell victim of, the changes in the American Cold War policies. Notwithstanding the termination of Free Europe’s support, ACEN members reconstituted their operations in 1972 and continued their actions until 1989. Based on a through archival research (twenty different archives in the U.S. and Europe, interviews, published documents, memoirs, press) this book is a first complete story of an organization that is quite often mentioned in publications related to the operations of the Free Europe Committee but hardly ever thoroughly studied.

Book excerpt: As the European Union undergoes a major, self-proclaimed democratic exercise the Conference on the Future of Europe and approaches Treaty change, this volume offers a new model of citizen participation to address Europe's long-standing democracy challenge, and respond to the aftermath of the COVID-19 pandemic. Proposed are a set of democratic innovations, ranging from citizens assemblies to regulatory gaming to citizens initiatives and lobbying, which are complementary, not antagonistic, to existing representative democracy across the European continent. These innovations are emerging bottom-up across the continent and getting traction at local, national and EU level in a new era powered by technology. This book brings together academics as well as practitioners to give a forward-looking, holistic view of the realities of EU citizen participation across the spectrum of participatory opportunities. They all converge in arguing that, after many years of proven experimentation, the EU must institutionalize supranational, participative and deliberative, democratic channels to complement representative democracy and each other, and ultimately improve the effectiveness of EU citizen participation. While this institutional approach will not magically treat the EU democratic malaise, it should make the system more intelligible, accessible, and ultimately responsive to citizen demand without necessarily undertaking Treaty reform. The attempt to harness citizen participation to help address the current EU crisis needs the type of multi-faceted approach presented in this book. One that recognises the potential of existing and new democratic mechanisms, and also, importantly, the links between different instruments of citizen participation to improve the overall quality of EU's democratic system

At the subsequent meeting of the Scottish parliament in January 1661, the ascendant royalist administration sought to abolish all constitutional innovations introduced during the revolutionary period in an attempt to secure the royal prerogative and prevent a repeat of rebellion from below. This book traces the background to the restoration of the monarchy in Scotland, explains why the Scottish political elite were so willing to relinquish power back to the king and assesses the impact of the restrictive Restoration constitutional settlement on subsequent parliamentary sessions in the reign of Charles II.
