This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. Since 1995 these relations have operated under the auspices of the Barcelona Process, which laid the foundations for three initiatives that define European policy towards neighbouring states: the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. This book scrutinises these initiatives through a socioeconomic prism. Adam Yousef reviews how appropriate these initiatives have been in promoting socioeconomic development in North African states, projects the long-term implications of these policies and investigates whether they can reduce the gap in social outcomes across the Mediterranean Basin over time. Using Morocco as a case study, this book employs a mixed-methods approach, combining qualitative and quantitative data as well as economic theory. It reveals not only that the Barcelona Process has had a limited impact on promoting social outcomes in Morocco, but crucially that it is also unlikely to do so in the future, suggesting a new approach may be required.

Book excerpt: This book provides an original, rigorous and theoretically-grounded investigation into varying EU efforts to advance intercultural dialogue (ICD) in the framework of its foreign policy towards the Mediterranean during the period 1990-2014. From the end of the Cold War, the EU has increasingly invested in both rhetoric and resources on ICD promotion. In spite of this commitment, the EU has never offered a clear and permanent understanding of what this concept entails and has been actually aimed at. By adopting a FPA standpoint and approaching ICD as one of the foreign policy instruments developed by the EU to address the relations with its Mediterranean partners, this book exposes the causes and the modalities of the contradictory development of this relevant and long standing element of EU foreign policy. De Perini investigates change and continuity in the promotion of this tool, and provides in-depth knowledge of what ICD has actually meant for the EU: from the development and launch of the Euro-Mediterranean Partnership or Barcelona Process, to the revision of the European Neighbourhood Policy following the Arab uprisings. The book shows that the EU’s advancement of ICD in its foreign policy has gone through three distinct phases: ‘emergence’ (1990-2001), ‘consolidation’ (2001-2010) and ‘professionalisation’ (2010-2014). Empirically the book provides the first comprehensive and integrative analysis of all aspects of EU efforts to promote ICD. The book exposes a series of trends, limits and contradictions of EU foreign policy which are increasingly relevant today. In particular, it shows that over the last twenty-five years, the EU has addressed a set of persistent challenges characterising its relations with Mediterranean countries and people, namely challenges connected to regional conflicts, religious fundamentalisms, xenophobic attitudes towards Arab/Muslim migrants and related social tensions. As these challenges are still major issues in the current EU agenda and in the broader debate about EU foreign policy, this book provides rich and original empirical knowledge to an understanding of how the EU has decided to address these phenomena at different moments of its recent history.

Book excerpt: When Dutch and subsequently French voters rejected the Draft Treaty for a Constitution for Europe in Spring 2005, many voices called for a pause for reflection. This book is, in part, a result of that moment of reflection. We wanted to contribute to the debate about Europe but crucially, we sought to do so by taking a step back from the problem formation and agenda-setting of Brussels. For the authors of this volume, one key to establishing critical distance has been the reappraisal of the historical perspective. Another has been the problematisation of 'Europe as a space' as opposed to looking for a definition of borders. The authors also seek critical distance through a focus on the tension between Europe as a culture, as a polity and as an economy. These tensions have often been neglected or even ignored and the relationships have been seen as more or less synonymous and harmonious. The aim of this volume, then, is two-fold. It wants, developing a critical distance to the present Europe, to contribute to the vivid academic research and debate on Europe, which too often either develops distance without commenting on the present state of affairs or comments on the present without critical distance.
