In Small States in World Markets, Peter Katzenstein examines the successes of these economically vulnerable nations of Western Europe, showing that they have managed to stay economically competitive while at the same time preserving their political institutions. Too dependent on world trade to impose protection, and lacking the resources to transform their domestic industries, they have found a third solution. Their rapid and flexible response to market opportunity stems from what Katzenstein calls "democratic corporatism," a mixture of ideological consensus, centralized politics, and complex bargains among politicians, merest groups, and bureaucrats. Democratic corporatism is the solution these nations have developed in response to the economic crises of the 1930s and 1940s, the liberal international economy established after World War II, and the volatile markets of more recent years. Political Stability and Neo-Corporatism focuses on recent experiences in eight western European countries that share two characteristics. Firstly, they have either long-established patterns of neo-corporatism (Belgium, Switzerland, Austria and the Netherlands) or have recently undertaken experiments in this mode of policy-making (Ireland, France, Italy and Spain). Secondly, they all have pronounced societal cleavages which should make them prone to suffering from serious and persistent conflicts. The high degree of political, social and economic integration achieved by neo-corporatist and consociational arrangements, accounts for the stability of these countries. The book opens up new areas for comparative research using a theoretical framework which encompasses both economic and social patterns of conflict and change. Book excerpt: Royo examines how national-level social bargaining was established in Portugal and Spain during the last two decades, despite unpropitious institutional and structural conditions. He argues that this development was the result of the reorientation of the strategies of the social actors. With their support for these macro-economic agreements labor unions sought to participate in labor and economic reforms and avoid the implementation of unilateral policies on the part of governments, while mitigating the decline in their bargaining power at the workplace level. In addition, Royo contends that a process of institutional learning and increasing autonomy by unions from political parties, particularly in Spain, have further enhanced social dialogue and led the social actors to conclude that previous confrontational strategies were detrimental to the interests of their constituencies and threatened their own survival. Royo claims that the emergence of new institutions to promote tripartite social bargaining in both countries resulted in the institutionalization of the bargaining process and contributed to a transformation in the pattern of industrial relations. Of particular interest to scholars and researchers involved with Iberian politics, labor, and political economy.
