It also summarises the implementation of the EU Youth Strategy at national and EU level 2010-2012 and presents comparative assessments and good practice examples from national reports submitted by all 27 EU Member States plus Croatia, Montenegro, Norway and Switzerland. In addition, it summarises action taken by young people themselves. The report also includes an assessment of the first cycles of the structured dialogue with young people -- EU Bookshop.

Book excerpt: The Committee of the Regions (CoR), through its Europe 2020 Monitoring Platform, conducted a survey to assess the "Youth on the Move" flagship initiative of the Europe 2020 Strategy between 26 September and 5 November 2012. The survey was motivated in part by the fact that the continuing economic challenges facing the European Union are particularly strongly reflected in the prospects for the young generation to gain and maintain employment or to advance their careers. Youth unemployment has been on the rise nearly everywhere and education, training and international mobility are seen as crucial, in order to equip Europe's youth with the knowledge, skills and confidence needed in a more rapidly changing, less secure and more globalised workplace. The Europe 2020 Strategy has, among other things, specific headline targets for young people. They include a decrease in the youth unemployment rate, advances in the share of young people with tertiary education and a reduction in the school drop-out rate. In addition, short-term policies have been put in place to mitigate the negative impact of the current economic crisis. The survey summarised in this report assesses to what extent the Europe 2020 flagship initiative "Youth on the Move" has provided the intended benefits to communities and regions. The survey is also part of a broader monitoring and assessment exercise of all seven Europe 2020 flagship initiatives, which the CoR launched on 8 October 2012. The results of these individual assessments will provide the backdrop for seven conferences - one for each flagship initiative assessment - that will subsequently feed into the contribution of the Committee of the Regions to the EU Commission's mid-term review of the strategy due in 2014. The present survey report is based on 34 responses from 15 EU Member States. The findings of their analysis will be presented at the CoR conference on Youth on the Move on 13 December 2012.

Book excerpt: This study constitutes the second European-wide comparison on youth work published by the European Commission. The first European Commission study on youth work, published in 2014, was an exploratory investigation of youth work at European level, seeking to identify commonalities and to map the state of youth work policies across the EU. This second report goes further and focuses on the needs of youth workers at the grassroots level to critically analyse whether existing public policies fulfil these needs. This is a timely report: the COVID-19 pandemic has had a significant impact on the youth work sector. It has forced youth workers to rethink how they provide their services, and placed many in a precarious position, particularly at the local level and for youth workers who support the most vulnerable young people. This study inevitably covers the needs which have emerged since the COVID-19 pandemic. It also analyses longer-term needs which are expressed independently of the COVID-19 pandemic. The report then analyses youth workers' perceptions on the suitability of the support they receive, principally from national governments and the European Union. This provides the basis for further policy recommendations regarding future national and EU initiatives related to youth work.
