The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’. The contributions to the book argue that the EU’s position on governance reform, particularly since the adoption of the European Consensus on Development in 2005, has had distinctly neoliberal overtones. The EU’s governance-related strategies have been instrumental to deepening market-based reform in aid-receiving countries. Policies on state-building adopted by the EU reflect mainly the interests of and ideas embraced by the EU and its member states. To an important extent, the rhetoric accompanying EU policies does not match with the political and social dynamics inherent in governance structures on the ground in many of its aid-recipient partner countries. Book excerpt: Despite the growing academic interest in the development policy of the European Union (EU) and the booming literature on Europeanisation, the impact of Europe on national development policies has largely been overlooked. By exploring Member State interactions with and through the EU level across a number of different issues, this volume looks to herald a new research agenda. The picture emerging from the empirical evidence is that of modest degrees of Europeanisation. Resistance to Europe can be attributed to different factors, some operating at the domestic level (e.g. established cultural and normative structures, different types of veto players) and others related to the existence of several groupings with alternative policy prescriptions (e.g. Nordic donors, like-minded countries, former colonial powers). Even where there are signs of convergence (or divergence) between the development policies of the various Member States, they may be due to other influences rather than pressures coming from the EU. The workings of the aid projects and aid procurement systems of donor countries granting bilateral aid are fully examined through case studies from the UK, Italy, the EU and the US. Tied aid refers to aid granted to developing countries on condition that goods and services for the aid-financed projects are purchased from the donor country only. The recipient country, in order to receive the grant or the loan, has no other choice but to fulfil the condition imposed by the donor. Economists have shown that tying aid undermines the effectiveness of aid. It leads to higher costs paid for the goods and services purchased and the distortion of the nature of the aid. Further, tying frustrates the potential of aid to foster trade between developing countries - in many of these countries public bodies and, in particular, aid-financed projects are major potential outlets for trade between neighbouring states. The importance of tied aid has been pointed out in economic literature but there is surprisingly little written on the legal aspects of tied aid practices and this book seeks to fill this major gap in the literature.
