Book excerpt: A major history of Central Asia and how it has been shaped by modern world events Central Asia is often seen as a remote and inaccessible land on the peripheries of modern history. Encompassing Uzbekistan, Tajikistan, Turkmenistan, Kyrgyzstan, Kazakhstan, and the Xinjiang province of China, it in fact stands at the crossroads of world events. Adeeb Khalid provides the first comprehensive history of Central Asia from the mid-eighteenth century to today, shedding light on the historical forces that have shaped the region under imperial and Communist rule. Predominantly Muslim with both nomadic and settled populations, the peoples of Central Asia came under Russian and Chinese rule after the 1700s. Khalid shows how foreign conquest knit Central Asians into global exchanges of goods and ideas and forged greater connections to the wider world. He explores how the Qing and Tsarist empires dealt with ethnic heterogeneity, and compares Soviet and Chinese Communist attempts at managing national and cultural difference. Book excerpt: Khazanov's astute assessments of ethnic and political strife in Russia, in Chechnia, in Central Asia, in Kazakhstan, among the Meskhetian Turks, and among the Yakut of Eastern Siberia illuminate the interconnections between nationalism, ethnic relations, social structures, and political process in the waning days of the USSR and in the new independent states. Exploring the Soviet nationality policy and its failure to satisfy national aspirations, Khazanov demonstrates the fatal flaws of totalitarian rule and the impossibility of reforming it. Khazanov cautions that the liberal democratic direction of current transformations in the former Soviet Union should not be taken for granted. For most of the independent states, he points out, departing from totalitarianism requires creation of a civil society for the first time in their history. The state's partial retreat from the public sphere leaves a dangerous institutional vacuum, in which nationalism is emerging as the dominant ideology. He warns that this new, post-totalitarian society is still a far cry from a genuine liberal democracy and, despite its inherent instability, may turn out to be a long-lasting phenomenon.

These concepts include not only images of the nation itself, but also images of other peoples. Although the construction of ethnic stereotypes during the "long" nineteenth century initially had other functions than simply the homogenization of the particular culture and the exclusion of "others" from the public sphere, the evaluation of peoples according to criteria that included "level of civilization" yielded "rankings" of ethnic groups within the Habsburg Monarchy. That provided the basis for later, more divisive ethnic characterizations of exclusive nationalism, as addressed in this volume that examines the roots and results of ethnic, nationalist, and racial conflict in the region from a variety of historical and theoretical perspectives.

In his rich "biography" of the boundary, he employs a combination of political, cultural, historical, ethnographic, and geographic frames to shed new light on nation-building process in this volatile and geopolitically significant region. Megoran draws on twenty years of extensive research in the borderlands via interviews, observations, participation, and newspaper analysis. He considers the problems of nationalist discourse versus local vernacular, elite struggles versus borderland solidarities, boundary delimitation versus everyday experience, border control versus resistance, and mass violence in 2010, all of which have exacerbated territorial anxieties. Megoran also revisits theories of causation, such as the loss of Soviet control, poorly defined boundaries, natural resource disputes, and historic ethnic clashes, to show that while these all contribute to heightened tensions, political actors and their agendas have clearly driven territorial aspirations and are the overriding source of conflict.
