Ethnicity, now being studied on a variety of scholarly and geographical fronts, is a fruitful topic for consideration in the study of the relationships between the Asian armed forces and their governments and societies. While Ethnicity and the Military of Asia profits from recent explorations of ethnicity, it also benefits from the current interest in a close scholarly examination of the relationship between armed forces, war, and society. Since the military institutions of so many Asian societies have played or are playing leading roles in their country's government, the military has a relationship, often ambiguous, to the development of the expression of nationhood—a central factor in the new states of Asia. This study shows that policies concerning the military have importance for intergroup relations by expressing policies on ethnicity and by modifying relations between ethnic groups. One factor that correlates with this is that policy concerning membership in the military has a relationship to the search for "modernization" and to social mobility.

These conflict zones are predominantly ethnic minority provinces, which by and large do not share a sense of one-ness with the country that they are currently a part of; most of these insurgencies have had strong linkages with separatist nationalist groups in the region. Methodologically, the author uses extensive fieldwork, interview data, and participant observation from these conflict zones to take a bottom-up approach, giving importance to the voices of ordinary people and/or the residents of these conflict zones whose voices have generally been ignored. Although the book looks at both the historical background and contemporary dimensions of these conflicts, the author focuses on exploring how the role of race, ethnicity and religion in these conflicts can be both direct and indirect. This book will be of great interest to students and scholars of conflict and security in contemporary Asia with a background in politics, history, IR, security studies, religion, and sociology.

The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Book excerpt: Focusing on the military institutions (army, militia, and National Guard) of Bahia, Brazil, this book analyzes the regions transition from Portuguese colony to province of the Brazilian Empire. It examines the social, racial, and cultural dimensions of post-independence state-building in one of the principal slave plantation regions of the Americas. Contrary to those who stress the autonomy of the Brazilian state, this book documents the close connections between the locally-organized armed forces and society in the late colonial period. Racially segregated and mirroring the class hierarchies of the larger society, these military institutions were profoundly transformed by the war for independence in the early 1820s. In its aftermath, the new Brazilian state gradually built a national army, breaking the local orientation of the Bahian regulars by the 1840s. The National Guard, locally-oriented and democratic in its 1831 organization, was turned into a state-controlled corporation in the 1840s. These developments deeply affected the lives of the men (and women) involved in the armed forces, and a main aim of this book is to examine their participation in the complex and convoluted process of state-building. The liberalism used to justify independence and the creation of an imperial state resonated among ordinary soldiers and officers, as it provided an ideology and language with which to challenge important features of late colonial military organization such as racial segregation and corporal punishment. Racial discrimination, formally eliminated in the 1830s, shaped racial politics in the military, while the construction of a national army undermined the previously close connections of officers and soldiers to the mainstream of Bahian society.

Book excerpt: Modern states have evolved as complex political structures in which unitary forms of government maintain an uncertain equilibrium with ethnically plural societies. Historically, ruling elites have tried with little success to eradicate ethnicity through genocide, bury it under accusations of tribalism, discredit it with the mind-frame of modernization, or confine it to local rather than national political arenas. This broad-ranging volume examines the dynamics of ethnic manipulation and accommodation by dominant and subordinate groups in the state-building process. Ethnicity and the State reflects the widely varying political contexts and cultures in which reasons of state contend with unyielding ethnic allegiances. European, South American, Asian, and Middle Eastern examples reveal a consistent set of themes and attitudes. The authors find that while the state must realize its authority and stability through a strictly defined charter of rights and values, ethnic identity exercises its power more freely and flexibly. The sense of peoplehood may be artificially constructed in response to immediate need, or it may be ancient and organic, growing over time. It has the potential to cut across race, class, and gender. Its central tenets and myths may be reinterpreted, recreated, enlarged upon, or modified as the political situation warrants. Flexibility of belief and the need to identify with a larger group account both for the durability of ethnic loyalty and its vulnerability to manipulation. This volume is particularly timely at a moment when national governments in many parts of the world must face the adoption of more equitable forms of rule to hold their ethnically diverse societies together. Taken together, the analyses presented here warn against institutionalizing ethnic strife and offer a vision of how the state may foster expectations and policies that serve the interests of all ethnic groups within their borders. Political scientists, historians, and anthropologists will find this book valuable for its interpretations of forces that continue to reshape the social and political fabric of the world.

This volume aims to evaluate the combat effectiveness of the army in British India from the mutiny of 1857 until the British departed India in 1947. It examines how the army in India developed from a colonial police force into one of the world's largest volunteer armies which saw service around the globe. The author presents new primary material from international archival sources and develops original interpretations of the political and military role of the army in colonial India. These new arguments include: the army's conduct of 'small wars' on the North-West frontier aided it in conducting tactical warfare in Burma during World War II; small unit raids developed in India were put to good effect beyond India's borders; the army's practical experience of counter-insurgency was used in Greece and Indonesia after 1945; and, contrary to existing scholarship, the British did not follow a deliberate policy of 'Indianization' of the officer corps .
