Book excerpt: Populations of visible ethnic minorities have steadily increased over the past few decades in immigrant-receptive societies. While a complex calculus of push and pull factors has motivated this increase, one of the main impetuses for this migration has been the search for employment, better wages and a higher standard of living. It is therefore not surprising that the educational attainments of the first generation and beyond have achieved convergence with, or exceeded the non-ethnic minority cohort. These outcomes may suggest a greater propensity for visible ethnic minorities to attain labour market success and to fully integrate within the community. However, the narrative derived from statistical analysis, interviews and participant observation suggest an uneasiness boldly to claim this as the most convincing conclusion at this juncture. The Ethnic Penalty argues that a penalty has impeded the occupational success of ethnic minorities during the job search, hiring and promotion process. As a result, ethnic minorities have a lower income, higher unemployment and a general failure to convert their high educational attainments into comparable occupational outcomes. In this context, the book examines whether explanatory factors such as discrimination, an individual's social network, a firm's working culture, and a community's social trust are major contributing reasons behind this apparent penalty, whilst also making suggestions for improving the integration, education delivery, and labour market outcomes of visible ethnic minorities.

However, in July 1983 a violent ethnic conflict which pitted the Sinhalese against the Tamils began, and did not come to an end until 2009. This conflict led to nearly 50,000 combatant deaths and approximately 40,000 civilian deaths, as well as almost 1 million internally-displaced refugees and to the permanent migration abroad of nearly 130,000 civilians. With a focus on Sri Lanka, this book explores the political economy of ethnic conflict, and examines how rival political leaders are able to convince their ethnic group members to follow them into violent conflict. Specifically, it looks at how political leaders can influence and utilize changes in the level of economic liberalization in order to mobilize members of a certain ethnic group, and in the case of Sri Lanka, shows how ethnic mobilization drives can turn violent when minority ethnic groups are economically marginalized by the decisions that the majority ethnic group leaders make in order to stay in power. Taking a political economy approach to the conflict in Sri Lanka, this book is unique in its historical analysis and provides a longitudinal view of the evolution of both Tamil and Sinhalese ethnic drives. As such, this interdisciplinary study will be of interest to policy makers as well as academics in the field of South Asian studies, political science, sociology, development studies, political economy and security studies.

Countries that facilitated the arrival of foreign-born individuals often benefited from the increase in labor supply. An important channel for the benefits is through lower prices for consumer goods and services in the host country. This is not surprising because immigration is just another form of international trade, which often leads to cost savings and more diversity in the market. The immigrants themselves have also gained from international migration as it provides an opportunity to improve one's standard of living, pass remittances to family in the country of origin, and find new opportunities for general human flourishing in newly adopted surroundings.Despite the myriad benefits that can result from the free movement of labor around the world, there is still deep concern and political debate about immigration's aftermath. The main economic concern, apart from social concerns such as social cohesion, centers on whether international migrants adversely impact labor market opportunities of natives.The labor market prospects for foreign-born individuals, both in an absolute sense and in comparison to natives, are also very different across continents, as well as between countries that are in close proximity to one another. This variation could be driven by differences in the flexibility and structure of the host country's labor market or differences in the characteristics of the immigrants themselves. Examining the relative importance of these and other possible factors is another main theme in the study of immigration and the labor market. It is also addressed in the research presented in this Handbook.

The point is that this global challenge comes on top of the pr- lems already posed by markets, welfare states, security, energy, and movements of population. The additional challenge is furthermore of such a kind that a deeper discussion of the very structure of the Union is difficult to avoid.
