Its politics of culture and representation appear to be caught between the rhetoric of preservation and the desire for modernity. Their own perceptions of their membership of the nation have been overlooked.Post-War Laos is a set to be a landmark study, and an original contribution which refines established theories of nationalism, such as Anderson's 'imagined community', by addressing a common weakness: namely, their tendency to deny agency to individuals, who in fact interpret their relationship to, and place within, the nation in a variety of ways that may change according to time and circumstance.

Book excerpt: This is the first book that documents poverty systematically for the world's indigenous peoples in developing regions in Asia, Africa, and Latin America. The volume compiles results for roughly 85 percent of the world's indigenous peoples. It draws on nationally representative data to compare trends in countries' poverty rates and other social indicators with those for indigenous sub-populations and provides comparable data for a wide range of countries all over the world. It estimates global poverty numbers and analyzes other important development indicators, such as schooling, health, and social protection. Provocatively, the results show a marked difference in results across regions, with rapid poverty reduction among indigenous (and non-indigenous) populations in Asia contrasting with relative stagnation - and in some cases falling back - in Latin America and Africa. Two main factors motivate the book. First, there is a growing concern among poverty analysts worldwide that countries with significant vulnerable populations - such as indigenous peoples - may not meet the Millennium Development Goals, and thus there exists a consequent need for better data tracking conditions among these groups. Second, there is a growing call by indigenous organizations, including the United Nations Permanent Forum on Indigenous Peoples, for solid, disaggregated data analyzing the size and causes of the "development gap."

Book excerpt: This study takes a hard look at human trafficking in the northern region of the Lao People's Democratic Republic (Lao PDR) in the context of rapid economic and social change. The Lao PDR is made up of close to 49 main ethnic groups and up to 160 subgroups. Rapid economic growth and infrastructure development have differing effects on different ethnicities; increased out-migration and mobility for some, social disruption for others when the integrity of cultural roles and norms is compromised. Some ethnic groups adapt; others become more vulnerable to migration and human trafficking activities. Relocation, whether voluntary or involuntary, appears to increase the risk of cultural disruption and migration, often leading to trafficking. The study uses ethnicity and social conditions to understand what motivates migration and creates vulnerability, making a strong case for greater attention to culture and ethnicity when designing development policy and programs. It provides analysis and recommendations aimed at mitigating the increased vulnerability of ethnic groups to trafficking on account of loss of traditional livelihoods and cultural norms. It suggests that the key lies not only in providing an enabling environment for government agencies to trust local knowledge but also in getting the government to set good examples and earn the trust of villagers, especially members of ethnic minorities.

The collection boldly moves Hmong American studies away from its usual groove of refugee recapitulation that entrenches Hmong Americans points-of-origin and acculturation studies rather than propelling the field into other exciting academic avenues. Following a summary of more than three decades’ of Hmong American experience and a demographic overview, chapters investigate the causes of and solutions to socioeconomic immobility in the Hmong American community and political and civic activism, including Hmong American electoral participation and its affects on policymaking.
