Book excerpt: This volume provides the documentation on which TAVO maps A VIII 14 a-b (Republic of Turkey: Rural Ethnic Minorities) were based, together with supplementary data on the Turkish majority and urban populations. The compilation of this information, which had not previously been attempted on this scale, presented particular problems. First among these is the absence of official recognition for any ethnic minorities other than the Greek Christians, the Armenians, and the Jews. Even the figures for those speaking mother-tongues other than Turkish have been absent from the published census after 1965. Turkish anthropologists have, by a tacit understanding, refrained from fostering university studies on tribes or villages of non-Turkish groups since about 1970. The information gathered by the Government for the Village Inventory in the 1960s has remained largely unpublished. Compared to the anthropological activity in Iran and Afghanistan, remarkably little work has been allowed or carried out since the threshold date of 1950. Very diverse sources had, therefore, to be consulted to obtain the necessary information, and these are presented comprehensively for the first time, including a transcription of the Village Inventory. As a result, 47 different groups have been identified and located. The data are presented in a synoptical catalogue entry for each group, a series of surveys for specific groups, lists of the known locations of each group with their geographical coordinates, and a series of essays by fourteen authors on particular aspects of ethnicity in Turkey.

Book excerpt: This volume represents a supplement to the first volume, which appeared in 1989, and provided the documentation on which TAVO maps A VIII 14 a-b (Republic of Turkey: Rural Ethnic Minorities) were based. The book remains the only comprehensive treatment of ethnic groups in Turkey yet attempted, and volume II brings it up to date.The new volume includes extensive documentation on areas for which material was not available in 1989, together with an index of villages, covering those referred to in both volumes, revised to include the administrative allocations in the latest census. The new material is concerned principally with Kurdish and Alevi villages in Central Anatolia, and differs from the lists in volume I in that it is provided mainly by the ethnic actors themselves, either in the form of regional surveys compiled privately by people from specific ethnic groups, or as lists culled from journals representing ethnic groups, in wich surveys began to appear only in the course of the last ten years. In addition there are new surveys compiled by specialist outsiders, such as one on the Laz, one on the Daghistanis and one on Arab settlements in Hatay. Further listings by villages and administrative districts provide additions to the lists in volume I, and where necessary, corrections. The numbering of surveys and lists is consistent with that in volume I. One additional ethnic group is considered, bringing the total described to 48.Volume II also contains a reappraisal of the present ethnic situation in Turkey, and an evaluation of current attitudes towards it, together with a postscript on the latest dramatic development in eastern Anatolia. Contributions on specific aspects of ethnicity in its latest manifestations are provided by R. Benninghaus on the Mhallami, L. Paul on the Zaza language and its ethnic implications, D. Shankland on an Alevi group in Central Anatolia and G. Wiessner on the Kurds.As before, it is hoped that the book will provide the basis for a wide variety of future work in which the identification of local cultures is important.

It focusses on Kurdishness and the current, seemingly paradoxical situation of a growing recognition of Kurdish ethnicity with a simultaneous increase of social tensions on this issue. In the theoretical part of the thesis, the concept of ethnicity is analyzed. This includes an examination of the etymology of the term and an introduction of the major schools of thought on ethnicity: primordialism and social constructivism. While primordialism defines ethnicity as a fixed identity constituted by objective and often physical characteristics like ancestry, skin color, or mother tongue, social constructive theories view ethnicity as a variable social category dependent on space and time. Two theories are of importance for the Turkish case: Nagel's (1994) social constructive model of ethnicity which underlines the influences and interrelations of the society, the state, individuals and groups in the social construction of ethnic categories, and Scott's (1990) argument that the perception of opposition on parts of a minority group leads to an increase in its ethnic identification. Based on these theoretical grounds, the empirical part examines the conceptions of Kurdish ethnicity in Turkey from the establishment of the Republic in 1923 until today. At first sight, the developments seem to have been oscillating non-systematically between the two poles of denial and recognition, and ended up in the contemporary paradox of an increasing recognition of Kurdish ethnicity facilitated by the politics of the contemporary AKP government on the one side, and growing social tensions on ethnic issues on the other side. But as the thesis argues, there are signs of a long-term process of increasing recognition of Kurdish ethnicity and growing interaction between parts of the society that define themselves and "Turkish" and "Kurdish". This development led to a stronger perception of opposition on the latter side, which in turn and according to Scott's theory strengthened their ethnic identification. The result of this process is the questioned paradox of recognition and conflict.

A long-standing focus on state-building has been supplemented by increasing emphasis on religious teaching. Both feature strongly in the education system in Turkey making schools a focus of discrimination. The report, Discrimination based on Colour, Ethnic Origin, Language, Religion and Belief in Turkey’s Education System, reveals evidence of discrimination of minority groups and suggests comprehensive reforms to effectively ensure equality. “The ‘national’ education system, which for decades aimed to create young Turkish nationalists, has in recent years become a vehicle for raising young religious Turkish nationalists,” says Nurcan Kaya, Turkey Coordinator of Minority Rights Group International. Religious education is compulsory from grade four in primary schools. While some information on world religions has been introduced, the emphasis remains on teaching Sunni Muslim religious practices. Children of Jewish and Christian families may apply to opt out, but the process can be cumbersome and in many schools alternatives are not provided for them. Non-Muslim students who have opted out can still find themselves having to remain in the religious instruction class or alternatively having to wander in the school corridor – making them vulnerable to taunts from pupils and even teachers. The opt out possibility is still not available to children of other minorities. Another issue is mother tongue education. In 2012, a new elective on the living languages and dialects in Turkey was introduced but due to various limitations, minorities remain marginalised “others” in the education system. Subsequent to the 2012 reform, the report monitors discrimination in the formal education system in the period of the academic year of 2014-2015. The findings are based on the field work of the Monitoring Discrimination in Education Network, an alliance of 16 organizations working in Turkey. The report compiles numerous cases of discrimination based on language, religion, ethnicity, skin colour and the level of income. “In order to bring about a fundamental solution to these problems in the education system, the government must prioritise developing an approach that sees all groups as equal and that responds to demands for rights based on such an understanding of equality,” says Kaya. The report highlights that Turkey has no anti-discrimination law or an equality commission to which victims of discrimination can apply. The existing legislation contains no effective and accessible means of judicial remedies or compensation. Therefore, many discriminatory practices are not reported to school administrations. “The entire education system is based on Turkishness. Non-Turkish groups are either not referred to or referred in a negative way,” says Kaya. “Education system has played a significant role in deepening conflict in society. The positive representation of other groups in the education system would contribute to social peace and harmony.” In order to resolve the many problems in the education system that the current approach causes, the overall aim of government education policy should be cleared of ideological references, and the protection of children’s best interests and the right to education in line with international standards should be considered its fundamental goal, says the report.

For the West the situation in Turkey is particularly significant because of the country's importance in the region and because of the economic, political, and diplomatic damage that the conflict has caused. If Turkey fails to find a peaceful solution within its current borders, then the outlook is grim for ethnic and separatist challenges elsewhere in the region. This study explores the roots, dimensions, character, and evolution of the problem, offers a range of approaches to a resolution of the conflict, and draws broader parallels between the Kurdish question and other separatist movements worldwide.

He suggests that a theory of acculturation rather than assimilation better captures the real nature of State-Kurd interaction in Turkey, by not leaving any part of that interaction unaccounted for.
