This opened up opportunities for Cuban economists and scholars to participate in the development of the reform program. Thanks to grants from SSRC (Social Sciences Research Council, New York) and the Norwegian Ministry of Foreign Affairs, several researchers from the Cuban think tank CEEC (Center for Studies of the Cuban Economy, Havana) got an opportunity to visit countries that could be of interest for the reform process, notably Vietnam, but also Brazil, South Africa and Norway. The result of these field visits and a subsequent workshop involving contributions from Cuban as well as non-Cuban scholars, this volume showcases unprecedented new insights into the process and prospects for reform along many dimensions, including foreign direct investment, import substitution, entrepreneurship and business creation, science and technology development, and fiscal policies. The resulting analysis, in a comparative perspective, provides a framework for future research as well as for business practice and policymaking.

In this first global survey of science and technology capabilities in developing countries, the authors examine the experiences of Africa, the Caribbean, Latin America, the Middle East, China, India, and East Asia. Specialists in science and technology policies in these regions emphasize learning by doing: using available science and technology in its various applications--the shop floor, universities, and research institutes--to eventually develop indigenous capabilities. The authors consider why such capabilities have emerged in some societies but not in others and discuss their importance for domestic and international relations. Book excerpt: This book argues that Latin America must confront two main challenges: greater innovation to increase productivity, and greater inclusion to incorporate more of the population into the benefits of economic growth. These two tasks are interrelated, and both require greater institutional capacity to facilitate both innovation and inclusion. Most countries in Latin America are struggling to escape what economists label “the middle income trap.” While much if not all of the region has emerged from low income status, neither growth nor productivity has increased sufficiently to enable Latin America to narrow the gap separating it from the world’s most developed economies. Although income inequality has diminished across much of the region in recent years, social vulnerability remains widespread and institutional weaknesses continue to plague efforts to achieve equitable development. This volume identifies lessons that can be learned and adapted from experiences within the region and in East Asia, where the middle income trap has largely been avoided. This book is the result of a collaborative project undertaken by American University’s Center for Latin American & Latino Studies (CLALS) and the Corporation for Latin American Studies (CIEPLAN) in Chile, with financial support from the Inter-American Development Bank’s Office of Strategic Planning and Development Effectiveness.
