Book excerpt: Esta investigación se concentra en profundizar el concepto de desarrollo sostenible y la viabilidad de orientar la ciudad hacia lineamientos de planeamiento urbano sostenible, que garanticen la adaptación al cambio climático para la prevención de desastres socio-naturales. El objetivo final es demostrar si dichos lineamientos aplicados a dos objetivos de estudio, estos ayudarían o no al mejoramiento de la sustentabilidad en la ciudad y, por ende, a la mitigación y prevención de desastres socio-naturales. Esta investigación desarrolló un estudio comparativo entre dos ciudades con condiciones urbanas totalmente diferentes pero en un contexto de amenazas socio-naturales similares, los cuales generan periódicamente desastres socio-naturales por el desbordamiento de los ríos que las cruzan, produciendo grandes inundaciones en torno a las ciudades. Al analizar dos realidades urbanas, una en Canadá, y otra en Colombia, se demostró que los lineamientos de planeamiento urbano sostenible pueden ser utilizados como marco general, adaptados a dos realidades diferentes para lograr escenarios de sostenibilidad urbana. Es importante resaltar que esta investigación contó con el apoyo económico del gobierno de Canadá a través del programa faculty research program, de esta forma permitió analizar una realidad urbana tan lejana a la esta como es el río San Lorenzo en la ciudad de Montreal, Canadá, y compararla con otras investigaciones realizadas en Colombia, específicamente el río Yumbo en la ciudad de Yumbo. De esta forma se mantuvo un condicionante similar como es el fenómeno del cambio climático, analizando cómo impacta ambientalmente a dos ciudades en dos territorios tan diferentes. Se destaca de lo institucional,capitulo 1, todos los avances que existen sobre el tema de GIA desde lo global, hasta lo regional de Amazonia colombiana, pasando por el ámbito nacional; en lo jurídico, capitulo 2, se evidencian los diferentes instrumentos que se tienen como soporte para el desarrollo de los procesos de gestión de información ambiental; en lo teórico, contenido en el capitulo 3, se relacionan las aproximaciones sistémica y ecosistemita como soporte teórico del SIAT-AC, y también se hace una aproximación a la definición del desarrollo sostenible, la planificación del territorio y la gestión ambiental, entendiendo que son aspectos centrales que se estarán apoyando con este proceso del SIAT-AC. En el capitulo 5 se trata en detalle la conceptualización del modelo del sistema, y se establecen la definición, misión, visión, objetivos, principios, marco funcional, y análisis de la cadena de valor de la información del sistema bajo el enfoque del desarrollo sostenible. Lo relacionado con el alcance del SIAT-AC, se presenta en el numeral 5.9, entre otras cosas se describen los principales problemas identificados en la región relacionados con la GIA, se presentan y analizan las preguntas básicas, sobre las condiciones ambientales regionales, para las cuales se propone que el sistema apoye la obtención de sus respuestas, se hace una aproximación a los requerimientos de datos e información, los insumos de información, las herramientas necesarias para el sistema asociándolas a los actores y roles de estos, y se propone una priorización de fases para desarrollarlas; de igual manera se exponen aspectos como los beneficios que se obtendrán con el sistema funcionando, o los riesgos que puede tener su desarrollo, destacando los factores críticos de éxito y los requerimientos. La propuesta de modelo organizacional del SIAT-AC como red de información, se presenta en el capitulo6, se hace énfasis en los aspectos que se deben tener en cuenta para que la red interinstitucional regional que soporte el diseño, desarrollo y operación del sistema tenga éxito. Finalmente los capítulos 7 y 8, hacen referencia al planteamiento técnico, el primero, y al plan estratégico, el segundo. Con relación a lo técnico se plantean los principios de diseño, la arquitectura lógica y física. En lo que tiene que ver con el plan estratégico se hace énfasis en tres aspectos: desarrollo, implementación y sostenibilidad del proceso SIAT-AC.

Book excerpt: The process of economic development is characterized by substantial reallocations of resources across sectors. In this paper, we construct a multi-sector model in which there are barriers to the movement of labor from low-productivity traditional agriculture to modern sectors. With the barrier in place, we show that improvements in productivity in modern sectors (including agriculture) or reductions in transportation costs may lead to a rise in agricultural employment and through terms-oftrade effects may harm subsistence farmers if the traditional subsistence sector is larger than a critical level. This suggests that policy advice based on the earlier literature needs to be revised. Reducing barriers to mobility (through reductions in the cost of skill acquisition and institutional changes) and improving the productivity of subsistence farmers needs to precede policies designed to increase the productivity of modern sectors or decrease transportation costs.
