Book excerpt: Dialogue on global warming has progressed from the Kyoto Protocol to meetings in Copenhagen and Cancun and will soon resume in meetings in South Africa. Some observers consider the Copenhagen conference a failure. EU representatives, in contrast, present an optimistic evaluation of achieving a global temperature rise limit of not more than 2°C by 2100. Geoscience researchers and lead investigators of the Intergovernmental Panel on Climate Change (IPCC) have supported CO2 emission reduction pledges and contend that we can achieve the 2°C limit through international coordination. This position conflicts with evaluations of United States Congressional and Presidential advisors, who do not believe the Copenhagen CO2 reduction commitments can hold the global warming increase to below 2°C and who have not supported the agreement. Developing countries are alarmed, because climate change is expected to hit them hardest. The developed world will use energy to mitigate global warming effects, but developing countries are more exposed by geography and poverty to the most dangerous consequences of a global temperature rise. The Oxford Handbook of the Macroeconomics of Global Warming analyzes the macroeconomics of global warming, especially the economics of possible preventative measures, various policy changes, and potential effects of climate change on developing and developed nations.

Book excerpt: The social cost of carbon (SC-CO2) is an economic metric intended to provide a comprehensive estimate of the net damages - that is, the monetized value of the net impacts, both negative and positive - from the global climate change that results from a small (1-metric ton) increase in carbon-dioxide (CO2) emissions. Under Executive Orders regarding regulatory impact analysis and as required by a court ruling, the U.S. government has since 2008 used estimates of the SC-CO2 in federal rulemakings to value the costs and benefits associated with changes in CO2 emissions. In 2010, the Interagency Working Group on the Social Cost of Greenhouse Gases (IWG) developed a methodology for estimating the SC-CO2 across a range of assumptions about future socioeconomic and physical earth systems. Valuing Climate Changes examines potential approaches, along with their relative merits and challenges, for a comprehensive update to the current methodology. This publication also recommends near- and longer-term research priorities to ensure that the SC- CO2 estimates reflect the best available science.

While the opportunity to avert all climate damage has now passed, well-designed mitigation and adaptation policies, if adopted quickly, could still greatly reduce the likelihood of the most tragic and far-reaching impacts of climate change. Climate economics is the bridge between science and policy, translating scientific predictions about physical systems into projections about economic growth and human welfare that decision makers can most readily use but it has too often consisted of an overly technical, academic approach to the problem. Getting climate economics right is not about publishing the cleverest article of the year but rather about helping solve the dilemma of the century. The tasks ahead are daunting, and failure, unfortunately, is quite possible. Better approaches to climate economics will allow economists to be part of the solution rather than part of the problem. This book analyzes potential paths for improvement.

Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. This research provides new evidence that technological as well as policy choices influence agricultural productivity.

A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. Book excerpt: A simulation model was developed to estimate postfire changes in the production and value of grazing lands in the Northern Rocky Mountain-Intermountain region. Ecological information and management decisions were used to simulate expected changes in production and value after wildfire in six major rangeland types: permanent forested range (ponderosa pine), transitory range (Douglas-fir, larch, lodgepole pine, western white pine), mountain grassland, sagebrush, pinyon-juniper, and western hardwoods. Changes varied widely in quantity and duration among the range types. The largest decrease in net value was calculated for mountain grassland ($7/acre for a 2-year period). The largest increase in net value was calculated for a ponderosa pine sawtimber stand with 100 percent basal area removal ($36/acre for a l50~year period). The estimates calculated in this study should be useful in land and fire management planning in the Northern Rocky Mountain-Intermountain area.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
