This growingconsensus was formalized in the Energy Policy Act of 2005 (EPACT), whichestablished demand response as an official policy of the U.S. government, and directed states (and their electric utilities) to considerimplementing demand response, with a particular focus on "price-based"mechanisms. The resulting deliberations, along with a variety of stateand regional demand response initiatives, are raising important policyquestions: for example, How much demand response is enough? How much isavailable? From what sources? At what cost? The purpose of this scopingstudy is to examine analytical techniques and data sources to supportdemand response market assessments that can, in turn, answer the secondand third of these questions. We focus on demand response for large(>350 kW), commercial and industrial (C & I) customers, althoughmany of the concepts could equally be applied to similar programs andtariffs for small commercial and residential customers.

Book excerpt: Since the September 11, 2001 terrorist attacks on the World Trade Center, many in the New York City area have become concerned about the possible consequences of a similar attack on the Indian Point nuclear power plantsâ€"located about 40 miles from Manhattan, and have made calls for their closure. Any closure, however, would require actions to replace the 2000 MW of power supplied by the plants. To examine this issue in detail, the Congress directed DOE to request a study from the NRC of options for replacing the power. This report presents detailed review of both demand and supply options for replacing that power as well as meeting expected demand growth in the region. It also assesses institutional considerations for these options along with their expected impacts. Finally, the report provides an analysis of scenarios for implementing the replacement options using simulation modeling.

Book excerpt: A misalignment of incentives in the gas pipeline construction process has caused growth of gasfired generation to outpace investment in new pipelines in New England. Limited gas capacity to the region has resulted in power reliability issues, particularly during severe winter weather when gas demand is high. The majority of proposed solutions have focused on increasing gas supply. However, demand response in the natural gas retail market is a potential alternative answer. To quantify the benefits of gas demand response regional and state level price elasticities of demand for natural gas must be known. In this thesis, the price elasticity of demand for natural gas in the U.S. was estimated for the period 2001 to 2014 at the national, regional and state levels for the residential, commercial and industrial sectors. Differences in demand estimates were observed when performed at the different aggregate data levels and sectors. However, not all the regional and state estimates obtained for each sector showed statistically significant differences from each other or the national level. The short-run regional estimates for New England were used in a simple demonstration of gas demand response to show how they could have been used to mitigate the effects of the 2014 cold snap on electricity generation. Prices were optimized such that they reduced gas demand from retail markets by the amount of fuel that generators were short while minimizing the total deadweight loss.

In this sense, DR is considered one of the key enablers of the Smart Grid concept. However, DR also poses a number of challenges, particularly when “active demand” is connected to the Low Voltage network, thus affecting all the actors involved in the electricity chain. This book presents for the first time a comprehensive view on technical methodologies and architectures, commercial arrangements, and socio-economic and regulatory factors that could facilitate the uptake of DR.
