Book excerpt: This report analyzes consumer willingness to pay to reduce food-borne risks, focusing on consumer choice between organically and conventionally grown produce. It uses two alternative methodologies: a revealed preference analysis of actual market choices, and an exploratory contingent valuation survey administered to focus-group participants. Overall, the study confirms the possibility of deriving reasonable estimates of the additional value consumers place on organically grown produce. However, the extremely uncertain estimates of the risk avoided by choosing organically grown foods limits the ability to reliably estimate consumer willingness to pay for actual risk reduction.

Sandra Hoffmann and Michael Taylor bring together leading scientists, risk analysts, and economists, as well as experienced regulators and policy analysts, to better define the priority setting problem and focus on the scientific and intellectual resources available to construct a risk analysis framework for improving food safety. Toward Safer Food provides a common starting point for discussions about how to construct this framework. The book includes a multi-disciplinary introduction to the existing data, research, and methodological and conceptual approaches on which a system-wide risk analysis framework must draw. It also recognizes that efforts to improve food safety will be influenced by the current institutional context, and provides an overview of the ways in which food safety law and administration affect priority setting. Hoffman and Taylor intend their book to be accessible to people from a wide variety of backgrounds. At the same time, they retain the core conceptual sophistication needed to understand the challenges that are inherent in improving food safety. The editors hope that this book will help the U.S. move beyond a call for an integrated, risk-based system toward its actual construction.

Book excerpt: The monetary valuation of environmental goods and services has evolved from a fringe field of study in the late 1970s and early 1980s to a primary focus of environmental economists over the past decade. Despite its rapid growth, practitioners of valuation techniques often find themselves defending their practices to both users of the results of applied studies and, perhaps more troubling, to other practitioners. One of the more heated threads of this internal debate over valuation techniques revolves around the types of data to use in performing a valuation study. In the infant years of the development of valuation techniques, two schools of thought emerged: the revealed preference school and the stated preference school, the latter of which is perhaps most associated with the contingent valuation method. In the midst of this debate an exciting new approach to non-market valuation was developed in the 1990s: a combination and joint estimation of revealed preference and stated preference data. There are two primary objectives for this book. One objective is to fill a gap in the nonmarket valuation "primer" literature. A number of books have appeared over the past decade that develop the theory and methods of nonmarket valuation but each takes an individual nonmarket valuation method approach. This book considers each of these valuation methods in combination with another method. These relationships can be exploited econometrically to obtain more valid and reliable estimates of willingness-to-pay relative to the individual methods. The second objective is to showcase recent and novel applications of data combination and joint estimation via a set of original, state-of-the-art studies that are contributed by leading researchers in the field. This book will be accessible to economists and consultants working in business or government, as well as an invaluable resource for researchers and students alike.

In only 20 percent of these cases (9.4 million illnesses) can a specific pathogen cause be identified; over 90 percent of these cases are caused by only 15 pathogens. This report summarizes recent estimates showing that these 9.4 million illnesses impose over $15.5 billion in economic burden annually. The report also provides "pamphlets" for each of these 15 foodborne pathogens that include: (1) a summary of information about the pathogen's foodborne illness incidence and economic burden relative to other foodborne pathogens; (2) a disease-outcome tree showing the number of people experiencing different outcomes caused by foodborne exposure to the pathogen in the United States each year; and (3) a pie chart showing the economic burden associated with different health outcomes resulting from infection with the pathogen.
