In the process, it traces the transformation of the notion of strategy from its original military moorings to a more policy-oriented and-influenced conception and elaborates upon a tripartite framework of policy, strategy and doctrine to think about, understand, and analyse the use of force. The book explores the politics of India-Pakistan conflict in order to root the study of Indian military strategy in the political sphere. It discusses three main issues that have ensured the persistence of conflict: incompatible national identities, Pakistan's congenital quest for parity with and compulsion to challenge India, and irreconcilable positions on the Kashmir issue. The book argues that India has invariably pursued limited political aims that did not threaten Pakistan's survival or form of government or regime in power albeit containing a counter offensive elements. It states that India employed the strategy of exhaustion during the Indian Army's campaigns in the 1947-48 conflict and 1965 war, which made way to strategy of annihilation during the 1971 war (East Pakistan), but after Pakistan's acquisition of nuclear weapons capability the strategy is back to exhaustion. The book highlights the importance of designing an overall military strategy for waging limited war and pursuing carefully calibrated political and military objectives by creatively combining the individual doctrines of the three services by establishing a Chief of Defence Staff system.

It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Although the DSSC is a tri-service professional military education institution, this study focuses primarily on the Indian Army, the largest and most influentialmilitary service in India. Collectively, U.S. personnel at the DSSC had sustained interactionsover an extended period of time with three distinct groups of Indian Army officers: seniorofficers (brigadier through lieutenant general), senior midlevel (lieutenant colonel and colonel),and junior midlevel (captain and major). The study focuses on the attitudes and values of theIndian Army officer corps over a 38-year period, from 1979 to 2017, to determine if there waschange over time, and if so, to understand the drivers of that change.

During the Cold War, for the first time, U.S. defense policy tried to maintain high readiness in peacetime. But now, with the Cold War over and defense budgets falling, what will happen to U.S. military forces? Will they revert to a state of unpreparedness or find a new balance? Politicians and military planners alike have found this crucial issue especially difficult to deal with because they have often misunderstood what readiness really means. In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. He analyzes why attempts to maximize it often have counterproductive effects, and how confusions in technical concepts cause political controversy. The book explores conflicts between two objectives that are both vital but work against each other because they compete for resources: operational readiness to fight immediately, and structural readiness—the number of organized units that increase military power, but require time during a crisis to gear up for combat. Betts also discusses the problem brought on by the Cold War and plunging defense budgets: mobilization readiness—the plans and arrangements needed to shorten the time for recreating a large military if it once again becomes necessary. Betts offers new ideas for understanding the dilemmas and tradeoffs that underlie debates on how readiness should be maintained in peacetime, and he explores the strategic consequences of different choices.
