The contributions cover many areas of human language technology (for Dutch): corpus collection (including IPR issues) and building (in particular one corpus aiming at a collection of 500M word tokens), lexicology, anaphora resolution, a semantic network, parsing technology, speech recognition, machine translation, text (summaries) generation, web mining, information extraction, and text to speech to name the most important ones. The book also shows how a medium-sized language community (spanning two territories) can create a digital language infrastructure (resources, tools, etc.) as a basis for subsequent R&D. At the same time, it bundles contributions of almost all the HLT research groups in Flanders and the Netherlands, hence offers a view of their recent research activities. Targeted readers are mainly researchers in human language technology, in particular those focusing on Dutch. It concerns researchers active in larger networks such as the CLARIN, META-NET, FLaReNet and participating in conferences such as ACL, EACL, NAACL, COLING, RANLP, CICling, LREC, CLIN and DIR ( both in the Low Countries), InterSpeech, ASRU, ICASSP, ISCA, EUSIPCO, CLEF, TREC, etc. In addition, some chapters are interesting for human language technology policy makers and even for science policy makers in general.

In Managed Speech: The Roberts Court's First Amendment, leading First Amendment scholar, Gregory Magarian, explores and critiques how the present U.S. Supreme Court, led by Chief Justice John Roberts, has reshaped and degraded the law of expressive freedom. This timely book shows how the Roberts Court's free speech decisions embody a version of expressive freedom that Professor Magarian calls "managed speech". Managed speech empowers stable, responsible institutions, both government and private, to manage public discussion; disfavors First Amendment claims from social and political outsiders; and, above all, promotes social and political stability. Professor Magarian examines all of the more than forty free speech decisions the Supreme Court handed down between Chief Justice Roberts' ascent in 2005 and Justice Antonin Scalia's death in 2016. Those decisions, taken together, aggressively advance stability at a steep cost to robust public debate. The in-depth corpus-based description of productive fluency points out major differences of how fluency is established in native and nonnative speech. It also reveals areas in which even highly advanced learners of English still deviate strongly from the native target norm and in which they have already approximated to it. Based on these findings, selected learners are subjected to native speakers' ratings of seven perceptive fluency variables in order to test which variables are most responsible for a perception of oral proficiency on the sides of the listeners. Finally, language-pedagogical implications derived from these findings for the improvement of fluency in learner language are presented. This book is conceptually and methodologically relevant for corpus-linguistics, learner corpus research and foreign language teaching and learning.
