That is to say, some person or persons must have a right to political power. It is because men are not in the habit of con sidering what the end of government is, that Catholic disabilities and Jewish disabilities have been suffered to exist so long. We hear of essentially Protestant governments and essentially Christian governments, words which mean just as much as essentially Pro testant cookery, or essentially Christian horseman ship. Government exists for the purpose of keeping the peace, for the purpose Of compelling us to settle our disputes by arbitration instead of settling them by blows, for the purpose Of compelling us to supply our wants by industry instead Of supplying them by rapine. This is the only operation for which the machinery of government is peculiarly adapted, the only operation which wise governments ever propose to themselves as their chief object. If there is any class Of people who are not interested, or who do not think themselves interested, in the security Of pro perty and the maintenance of order, that class ought to have no share Of the powers which exist for the purpose Of securing property and maintaining order. But why a man should be less fit to exercise those powers because he wears a beard, because he does not eat ham, because he goes to the synagogue on Saturdays instead Of going to the church on Sun days, 'we cannot conceive. Like the expressions of Shak Speare, Gray, or Milton, they have become household words on reading his works as on reading those of our own immortal poets, we are astonished to find how vast a proportion of our habitual thoughts and expressions have sprung from his genius. This, however, far from being a reproach to an author, is his highest commendation; it demonstrates at once the originality of his thoughts, and the impression they have made on mankind. If we would discover the advance a great man has made, we must recur to the authors in the same line who have preceded him, and then the change appears great indeed. The highest praise which can be bestowed on an author as an original thinker, is to say, that his ideas were unknown to the authors who preceded, trite with those who followed him. The judgments expressed were the opinions of a younger man than the writer of this preface, as the dates frequently show, but although the latter might alter some of the criticisms, he on the whole agrees with these more youthful utterances. It is one of the principal tenets of the Utilitarians that sentiment and eloquence serve only to impede the pursuit of truth. They therefore affect a quakerly plainness, or rather a cynical negligence and impurity, of style. The strongest arguments, when clothed in brilliant language, seem to them so much wordy nonsense. In the mean time they surren der their understandings, with a facility found in no other party, to the meanest and most abject sophisms, provided those sophisms come before them disguised with the externals of demonstration. They do not seem to know that logic has its illusions as well as rhet orie, that a fallacy may lurk in a syllogism as well as in a metaphor. I know not what the language of the Constantinople governing classes was on the news reaching it of an insurrection in Bulgaria; but I do know something of that of the Calcutta governing community at the time of the Sepoy revolt, and it could not be easily surpassed as an expression of savage and vengeful cruelty.
