This book was released on 1999-07-22 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: Political Tactics, composed for the Estates General in the months just prior to the outbreak of the French Revolution, is one of Bentham's most original works. It contains the earliest and perhaps most important theoretical analysis of parliamentary procedure ever written. It was subsequently translated into many languages and has had a far-reaching influence — for instance, it provided the basis for the regulations adopted in the 1820s governing the procedures of the Buenos Aires assembly, and as recently as the early 1990s it was reprinted by the Spanish Cortes. With typical thoroughness and insight, Bentham discusses such central themes as the publicity of procedings, the rules of debate, the conduct of deputies, and the proper steps to be taken in composing, proposing, and voting on a motion. Even such relatively minor points as the size of the assembly-room and the costume of the deputies are not overlooked. All along Bentham illustrates his points by reference to the actual practice of both the British Houses of Parliament and the French provincial assemblies.

Download or read book Essays on the History of Parliamentary Procedure written by Paul Evans and published by Bloomsbury Publishing. This book was released on 2017-12-28 with total page 469 pages. Available in PDF, EPUB and Kindle. Book excerpt: 8 February 2015 marked the 200th anniversary of the birth of Thomas Erskine May. May is the most famous of the fifty holders of the office of Clerk of the House of Commons. His continued renown arises from his Treatise upon the Law, Privileges, Proceedings and Usage of Parliament, first published in 1844 and with its 25th edition currently in preparation. It is known throughout those parts of the world that model their constitutional arrangements on Westminster as the 'Bible of Parliamentary Procedure'. This volume celebrates both the man and his book. Bringing together current and former Clerks in the House of Commons and outside experts, the contributors analyse May's profound contribution to the shaping of the modern House of Commons, as it made the transition from the pre-Reform Act House to the modern core of the UK's constitutional democracy in his lifetime. This is perhaps best symbolised by its enforced transition between 1834 and 1851 from a mediaeval slum to the World Heritage Palace of Westminster, which is the most iconic building in the UK. The book also considers the wider context of parliamentary law and procedure, both before and after May's time. It constitutes the first sustained analysis of the development of parliamentary procedure in over half a century, attempting to situate the reforms in the way the central institution of our democracy conducts itself in the political contexts which drove those changes.

Book excerpt: Bentham's writings for the French Revolution were dominated by the themes of rights, representation, and reform. In 'Nonsense upon Stilts' (hitherto known as 'Anarchical Fallacies'), the most devastating attack on the theory of natural rights ever written, he argued that natural rights provided an unsuitable basis for stable legal and political arrangements. In discussing the nature of representation he produced the earliest utilitarian justification of political equality and representative democracy, even recommending women's suffrage.

Download or read book The Correspondence of Jeremy Bentham written by Luke O'Sullivan and published by Clarendon Press. This book was released on 2006-02-16 with total page 528 pages. Available in PDF, EPUB and Kindle. Book excerpt: This twelfth volume of Correspondence contains authoritative and fully annotated texts of all known letters sent both to and from Bentham between July 1824 and June 1828. The 301 letters, most of which have never before been published, have been collected from archives, public and private, in Britain, the United States of America, Switzerland, France, Japan, and elsewhere, as well as from the major collections of Bentham Papers at University College London Library and the British Library. In mid-1824 Bentham was still preoccupied with the Greek struggle for independence against Turkey, though his active involvement waned as he became disenchanted with the behaviour of the deputies sent to London by the Greek National Assembly. His international reputation was reflected in his continuing contact with Simón Bolívar and Bernardino Rivadavia in South America, and with John Quincy Adams, John Neal, Henry Wheaton, and others in the United States, and his forging of new contacts in Guatemala, India, and Egypt. In the autumn of 1825 he visited France, where he stayed with Jean Baptiste Say and La Fayette, and was fêted by the French liberals. Bentham made considerable progress drafting material for his pannomion, or complete code of laws, and in particular for his Constitutional and Procedure Codes, while John Stuart Mill edited the massive Rationale of Judicial Evidence. Bentham became increasingly active in the cause of law reform, and exchanged a series of letters on the subject with Robert Peel, the Home Secretary, and Henry Brougham. He maintained his friendships with John and Sarah Austin, George and Harriet Grote, James and John Stuart Mill, John Bowring, Joseph Hume, Francis Burdett, Francis Place, and Joseph Parkes, re-established contact with the third Marquis of Lansdowne, son of his old friend the first Marquis, and made new acquaintances in James Humphreys, Sutton Sharpe, and Albany Fonblanque.
