Book excerpt: Public Space in Informal Settlements: The Barrios of Bogotá contributes to the debate on informal settlements by viewing them as an opportunity to understand different ways of seeing and thinking about the city. Public spaces in informal settlements, like the housing stock, are to a large extent the product of local self-help and self-managed processes; however, the equivalent level of understanding has not been achieved, partly because such settlements are often seen as spare spaces with little value. Public spaces in informal settlements are public in terms of ownership and accessibility, but are communal in terms of use and attachment. They play an important role in the physical and social dynamics of the barrios, and have done since their inception; however, the improvement and consolidation of such spaces may not be realised for many years. The book will be of primary importance to architects, urban planners and researchers who are interested in the city in general, and in informal settlements in particular. The book will also be of interest to those in the humanities and social sciences who are concerned with politics and postcolonial studies, and to academics working in people–environment studies and in the relationship between people and place in terms of place self-building, place attachment and place identity. However, the volume will be of most interest for Latin Americanists who do not read Spanish or Portuguese, and would like to know more about the region, the problems and the views, from the perspective of an insider with extended knowledge of the field.

Book excerpt: This book provides a comparative analysis of how judgments from the European Court of Human Rights (ECtHR) and the Inter-American Court of Human Rights (IACtHR) affect political participation and electoral justice at the national level. Looking at specific countries, the work analyses the legal impact the implementation of the ECtHR and the IACtHR judgments has, with a specific focus on cases in which the regional court concerned uses the “democratic argument,” that is, an argument related to democracy and political rights. The reasoning is that, although democracy is a much wider concept, judgments concerning violations of political rights and electoral justice provide reliable indicators to assess the status and sustainability of democracy in a State. Moreover, the analysis of the violations of political rights and electoral justice allows an in-depth comparison between the two regional human rights systems. Mindful of the broader scope of the fall-out generated by the non-implementation of judgments, including in socio-economic terms, the book includes a section exploring how judgments issued by the ECtHR and the IACtHR affect voters’ participation in the countries under their jurisdiction. To this end, an original dataset including the 47 Member States of the Council of Europe and the 20 countries which recognised the adjudicatory jurisdiction of the IACtHR is built. Multidisciplinary in aim and scope of analysis, the book will be an invaluable resource for researchers, academics, and policy-makers working in the areas of constitutional law, international human rights law, and political economy.

The «Market Model of Governance» as it is known, sought to reform, the structures and culture of administration and government in private sector ways. In particular, integrity, the rule of law and due process, equity, legality and public service professionalism suffered a steep decline, in several parts of the world. Likewise, the invasion and the capture of public space, inevitably led to an unprecedented surge of greed, abuse and corruption that contributed directly to the crisis which is upon us. Looking for exit strategies, as its title aptly suggests, the present volume offers a rich menu of ideas drawn from the current experience of all the world ́s main regions. Not surprisingly, two concepts stand out throughout the book as necessary correctives, as well as pressing remedies to the world ́s ongoing malaise. They call for the recapture of our common administrative space and the reaffirmation of the values and virtues appropriate for democratic governance. To the IIAS, none perhaps are more important than public service professionalism and none other can contribute more effectively to the reform and consolidation of sound institutions for national, sub national, global and regional governance. For these reasons, at this juncture, the new volume like the others should be featured in every public library and become a vademecum of all scholars and practitioners of public administration and politics around the world.
