A segunda parte é dedicada a textos sobre questões tributárias, algumas ainda pendentes de solução definitiva pelo STF, como no caso do ICMS na base de cálculo do PIS e da Cofins. Abordo também a problemática da guerra fiscal do ICMS, questão tormentosa de nosso federalismo fiscal. O texto mais longo envolve minha visão sobre a interpretação tributária, em especial a interpretação constitucional tributária realizada pelo STF. Por fim, faço uma homenagem aos três principais professores de Financeiro e Tributário da UERJ, problematizando o tema da anualidade tributária.
