Each legislator is represented by one point and each roll call is represented by two points that correspond to the policy consequences of voting Yea or Nay. On every roll call each legislator votes for the closer outcome point, at least probabilistically. These points form a spatial map that summarizes the roll calls. In this sense a spatial map is much like a road map because it visually depicts the political world of a legislature. The closeness of two legislators on the map shows how similar their voting records are, and the distribution of legislators shows what the dimensions are. These maps can be used to study a wide variety of topics including how political parties evolve over time, the existence of sophisticated voting and how an executive influences legislative outcomes.

This book is organized into four parts encompassing 11 chapters. Chapters 2 to 4 deal with the fundamental relationship among voters, legislators, and interest groups, as well as the role of the government bureaucracy in shaping legislative choices. Chapters 5 illustrates the basic relationships with an analysis of a monopolistic government official charged with allocating a benefit through a queuing system, while Chapter 6 retains the assumption of a single official with monopoly power but moves beyond the queuing model to consider alternative sanctioning strategies, a wider variety of bureaucratic tasks, and bribers who may be competitively or monopolisticly organized. Chapters 7 and 8 explore the potential of a system where officials are permitted to compete with one another in processing applications for governmental benefits. Under this system, an individual or firm rejected by one official can seek the benefit from other bureaucrats. Chapter 9 introduces a final administrative variable into the analysis, while Chapter 10 discusses the governmental corruption to analogous corrupt activities entirely within the private sector. Lastly, Chapter 11 looks into the relation between corruption and democratic theory, the possibility of reforming corrupt bureaucracies, and the link between economics and morality. Shepsle If the inaugural date of modern economics is set at 1776 with the publication of Adam Smith's The Wealth of Nations, then the analytical tradition in the study of politics is not even a decade younger, commencing nine years later with the publication of the Marquis de Condorcet's Essai sur l'application de l'analyse iz la probabilite des decisions rendues iz la pluralite des voix. The parallel, however, stops there for, unlike Smith and other classical economists who laid an intel lectual foundation upon which a century of cumulative scientific research pro ceeded, analytical political science suffered fits and starts. Condorcet, himself, acknowledges the earlier work (predating the Essai by some fourteen years) of Borda and, from time to time during the nineteenth century, their contributions were rediscovered by Dodgson, Nanson, and other political philosophers and arithmeticians. But, by century's end, there was nothing in political science to compare to the grand edifice of general equilibrium theory in neoclassical eco nomics. Despite roots traversing two centuries, then, the analytical study of poli tics is a twentieth-century affair. The initial inspiration and insight of Condorcet was seized upon just after World War II by Duncan Black, who wrote several papers on the equilibrium properties of majority rule in specific contexts (Black, 1948a, b). He expanded upon these themes in his now deservedly famous monograph, The Theory of xi PREFACE xii Committees and Elections, and the lesser-known essay with R.A.
