En prenant en compte la dualité qui caractérise aujourd'hui les villes en développement et qui oppose une ville formelle de plus en plus mondialisée à une ville informelle composée de quartiers illégaux et de bidonvilles, la question qui est posée ici est celle de l'avenir d'un service collectif dont les plus aisés peuvent se passer grâce à des technologies décentralisées et dont les plus défavorisés sont exclus par des barrières légales liées au statut de l'habitat.

Book excerpt: Cet article a pour objectif de comparer les villes de Pondichéry (Inde du Sud) et d'Ahmedabad (Inde du Nord) afin de comprendre différentes manières de considérer la ressource en eau et différentes manières de la gérer. Les deux villes subissent une pénurie importante d'eau dont elles ont plus ou moins conscience et qu'elles anticipent différemment. Il s'agit donc de comprendre les enjeux sociétaux, environnementaux et économiques liés à l'eau potable ainsi que d'étudier les alternatives apportées par les habitants en fonction de ces contextes. Ainsi, des études observatoires ont été menées sur le terrain afin de comprendre les enjeux soulevés par les questions d'approvisionnement en eau potable et de définir les profils des villes étudiées. Dans les deux cas de figure, les habitants ont été obligés de mettre en place des systèmes alternatifs pour pallier aux manques des systèmes d'approvisionnements municipaux, que ce soit par la création d'un marché de l'eau ou par l'installation de systèmes de récupération des eaux. Les questions de qualité et de quantité d'eau nécessaires sont ainsi soulevées : quel système mettre en place pour trouver un équilibre social, écologique et économique viable, efficace et durable ? Dans tous les cas de figure exposés, aucun ne répond tout à fait à ces attentes mais chacun procure une partie de la réponse qu'il convient d'apporter enfin à cette crise de l'eau qui ne cesse de s'intensifier, augmentant les distinctions sociales, les risques pesant sur la santé publique et sur les nappes phréatiques. Qu'elles soient directes ou non, réglementaires ou techniques, les réponses à apporter doivent sensibiliser sur les risques qui pèsent sur la ressource, en termes de quantités ou de pollutions, et ce à l'échelle globale. Selon l'Organisation Mondiale de la Santé (source : 2004), 1.1 milliards de personnes n'ont pas accès à l'eau potable et 2.4 milliards n'ont pas accès à des infrastructures, même sommaires, d'assainissement. Conséquence de tout cela, l'insuffisance et la mauvaise qualité de l'eau domestique, associée à l'insalubrité provoquent la mort de près de 10.000 personnes par jour, dont une forte majorité d'enfants. La Communauté Internationale à travers le Comité des Nations Unies a reconnu en novembre 2002 l'accès à l'eau et à l'assainissement, au delà d'un besoin, comme un droit fondamental de l'être humain. Mais l'accès à l'eau n'est pas seulement un facteur important de santé publique, il conditionne aussi le développement socio-économique des populations : agriculture, élevage, industrie, commerce et vie quotidienne sont dépendants d'un accès à l'eau en quantité et en qualité suffisantes. Le manque d'eau se décline aussi en pauvreté et en retard au développement. Par leur implication préventive dans la santé publique et leur rôle incontournable dans la sécurité alimentaire, les programmes " Eau et Assainissement " d'Action Contre la Faim s'inscrivent dans la prévention de la malnutrition, de la morbidité, ainsi que de la mortalité en général, qui représentent l'objectif principal des interventions de l'organisation. Ces interventions, qui concernent aujourd'hui simultanément plus de 40 pays parmi les plus défavorisés, défendent le respect d'une gestion intégrée de la ressource, prenant en compte l'environnement et les populations ainsi qu'une assistance prioritaire aux populations les plus démunies - déplacées, réfugiées, exclues, victimes des conflits et des désastres naturels. Ce défi humanitaire ne s'improvise pas. Il se base, pour Action Contre la Faim, sur plus de 25 ans d'expertises techniques s'appuyant sur des recherches opérationnelles et sur la mise en œuvre d'un savoir-faire intégrant les bénéficiaires des projets depuis leur définition jusqu'à leur évaluation. Ce livre est un résultat de cette expérience partagée, le fruit de cette rencontre.
